First foreigner ever receives International Relations Doctoral Degree from Diplomatic Academy of Vietnam

(CPV) – MrPark Noh Wan, the Minister-Counsellor of the Embassy of the Republic of Korea in Vietnam has become the first ever foreigner to receive the International Relations Doctoral Degree from the Diplomatic Academy of Vietnam.

The Doctoral Degree awards ceremony was held in Hanoi on June 25, 2014 with the attendance of former Deputy Prime Minister Vu Khoan and Korean Ambassador to Vietnam Mr Jun Daejoo.


Mr Park Noh Wan is the first Korean Government official to hold a Doctoral Degree from the Diplomatic Academy of Vietnam, as well as the first ever foreigner to complete an International Relations Doctor’s Dissertation at the educational institution.

Under the title “Republic of Korea-Vietnam Strategic Cooperative Partnership and the way forward in the new context of global governance in the 21st century”, the Dissertation has deeply analysed the relationship between the two nations since the establishment of formal diplomatic relations in 1992. Thus, it maps out a master plan to deal with the changes in world order immediately following the end of the Cold War in the early 1990s.


The author also presented his position on the key sectors of the Vietnam-Korea bilateral relationship in the future along with changes in diplomatic policies of surrounding nations. The Dissertation suggests some solutions to build a solid mutual understanding between the two nations in the areas of trade, labour, culture and marriage, with the target of “Comprehensive trusted partnership in the 21st century”.


Mr Park Noh Wan was born in 1960. He graduated from the Vietnamese Department of the Hankuk University of Foreign Studies (HUFS).


His life has been intertwined with Vietnam’s people and culture for many years. He studied a Master of Arts on History at the Hanoi University of Teachers and is widely celebrated as a Vietnamese studies expert.


The Doctoral Degree creates a drive for further cooperation not only between the two respective Ministries of Foreign Affairs, but also towards fostering new academic exchanges between the two nations./.
