NA Discussion on 2014 Socioeconomic Situations: Seeking Solutions to Economic Sustainability

During the general meeting on socioeconomic development performances in 2014 on June 2, given the complicated development on the East Sea which is capturing the public attention, the National Assembly’s deputies proposed the Government have different scenarios to cope with potential threats, to minimise negative impacts on economic development and investment attraction.Building independent, autonomous economy



Most deputies agreed on the report on socioeconomic performances in 2013 and early 2014. Some lawmakers highly appreciated the administration of the Government and the effort of central and local authorities to carry out solutions to ensure macroeconomic stability, overcome difficulties and obstacles in production and business activities, guarantee social security, and improve the people’s lives. With the endeavour of the entire political system, the business community and the people, socioeconomic performances were optimistic in 2013 and early 2014.


However, NA members pointed out that the economy is still facing a plenty of difficulties and challenges. The Government needs more aggressive policies on socioeconomic administration and seeks response measures to economic stability when East Sea tensions continued to escalate.


Nguyen Ngoc Bao, a deputy of Vinh Phuc province, said the Government necessarily introduced persistent solutions to pursue macroeconomic stability, control inflation, and ensure social security and development in 2014 and beyond. “We need suitable roadmaps and steps to have mechanisms to monitor and keep the progress of State-owned enterprise equitisation and restructuring as well as State divestments in the sectors that the State does not need to keep the stake. We need to control capital sources to stabilise exchange rates and resolutely prevent anti-dumping, gold favour and dollarization,” he said.


Agreeing with Mr Bao, Vu Chi Thuc, a deputy of Quang Ninh province, suggested the Government concentrate on economic restructuring, with the focus given on SOE reshuffle, and apply appropriate policies to boost credit growth, facilitate enterprises to access capital sources easily, raise productivity and attract the labour force.


Agreeing on solutions for the remaining time of the year represented by the Government, Huynh Nghia, a deputy of Da Nang City, proposed that, given current conditions, the Government develop an independent, autonomous economy in the new era. “I recommended that the Government have measures to actively seek export and import markets, and to take precautions to the possibility that China will use its influences to blockade the economy to force Vietnam to make concessions. The Government should have mechanisms to remove difficulties against indebted businesses, strengthen market confidence and boost investor confidence,” said Deputy Huynh Nghia.


Resolute to defend sovereignty, national security


During the meeting, deputies agreed that balanced budget spending at central and local levels in 2013 to increase investments for sea law enforcement forces like the Vietnam Coast Guard and the Vietnamese Fisheries Surveillance Force as well as for offshore was absolutely right. Meanwhile, many opined that, in socioeconomic development plans for 2014 and beyond, the Government needs to assess impacts of East Sea developments on the economy while building response scenarios to investment attraction and sovereignty defence, to boost production to meet domestic demand, expand export markets, restore foreign investor confidence, tighten public investment, and prioritise budgets for fishery surveillance authorities and fishermen.


Proposing sovereignty defence measures for both short and long terms, NA Member Dang Ngoc Nghia of Thua Thien – Hue province said that the Government should increase investment, equip facilities for maritime law enforcement forces, build the waters defence system, build big fishing boats for fishermen, protect waters sovereignty, and strengthen entire-people defence at sea. He suggested that the Government have consistent solutions like rate-free loans for fishermen to build hull-metallised fishing boats instead of 3 percent today.


Citing recent developments on the East Sea, Deputy Bui Van Phuong of Ninh Binh province advised the Government to make reasonable adjustments to socioeconomic development plans, with top investment priority for national defence and security.


In addition, lawmakers also debated other contents like tightened fiscal disciplines and public expenditure; institutional reforms; aggregate demand increase; inventory reduction; real estate revival; environmental improvement and climate change response.
