(CPV) – Strengthening the link between localities for sustainable development of main agricultural products was discussed by many delegates at a recent conference.
The main objective of the meeting was the drafting of a proposal to establish a regulatory board to develop production, processing and consumption of rice, aquatic products and fruit in the Mekong Delta.
The conference was held by the Ministry of Agriculture and Rural Development (MARD) and the Southwest Steering Committee in Can Tho city on June 10.
Shortcomings exist
Mr. Nguyen Van Sanh, Rector of the Mekong Delta Development Research Institute (MDI), said that the Mekong Delta has an important role in agricultural production, serving national food security and exports. However, production by local people still faces many difficulties, poor management capacity and valuable products but low competition.
According to Mr. Sanh, the development policy assessment results of three key products of the region show many shortcomings, such as lack of investment policy on market demand analysis; lack of integration; cumbersome administrative procedures and lack of response assessment; and interests of involved parties not being solved harmoniously.
Mr. Le Van Banh,Rector of the Mekong Delta Rice Research Institute (CLRRI) said that the large sample fields have developed well, but since only a few enterprises participate the issue of “bumper crop but low price” still happens.
Regulation needed
Affirming the necessity of the project, Mr Nguyen Van Hoa, Rector of the Southern Horticultural Research Institute (SOFRI), said that farmers are producing methodically but export of their produce is weak. Over recent times, many models for fruit export have been built but they have not been effective. So, it is essential to build the project.
Mr. Vo Hung Dung, Director of the branch of the Vietnam Chamber of Commerce and Industry in Can Tho city suggested that the leaders of the MARD should consider the need for neat structuring of the board and prioritise market analysis by the regulatory group to produce accurate forecasts. This is a necessary and urgent problem.
The project is controlled by cooperation between the Southwest Steering Committee, scientists and institutes in the region. It has five specific parts, of which three relate to rice and fruit, tra fish and shrimp development and consumption. The project has been submitted to the MARD and is expected to complete in five years with a total investment of about VND350.1 billion.
The establishment of an organization to regulate agricultural products is necessary because it will help farmers to work out their production plan and boost consumption in order to accelerate development of the agricultural sector./.
