High-Quality Human Resource Training

In recent years, Phu Tho province has focused on developing high­-quality human resource training for local economic development. To learn more about this issue, Vietnam Business Forum interviewed Mr Le Xuan Truong, Director of the Department of Education and Training of Phu Tho province. Duy Anh reports. Could you please tell us outstanding results of the education and training sector of Phu Tho province in 2013 and the first six months of 2014?


In the past year, the educational scale and network in Phu Tho province has been strengthened and developed. Education and training movements in the province have produced good results. With priority given to management, educational quality at all levels is stable. In 2013, the average score of Phu Tho students ranked 15th among provinces and cities in the country. Preschool, primary and junior secondary education is universalised. As many as 51 schools met national standards in 2013 and 22 schools in the first six months of 2014 (an increase of eight schools over the same period of 2013), bringing the total number of schools meeting national standards to 499, reaching 54.5 percent.



The Phu Tho Department of Education and Training was one of 19 Departments of Education and Training across the country to be presented the Emulation Flag for outstanding performances in 2012-2013 school year by the Ministry of Education and Training of Vietnam.


What solutions has the Phu Tho Department of Education and Training taken to make fundamental changes in education – training and develop high-quality human resources?


To make fundamental changes in education – training and develop high-quality human resources, the Phu Tho Department of Education and Training is carrying out the following solutions:


Strengthening the leadership of Party committees and governments at all levels; raising the awareness of teachers and education managers in education and training innovation; reforming and synchronising fundamental elements of education and training; reforming examination and scoring forms and methods to boost truthfulness and objectiveness; perfecting State-run education system; making basic changes in education and training management and ensuring democracy and unity; increasing the autonomy and social responsibility of educational and training institutions; developing teacher force and management staff to meet the cause of educational reform; renovating financial policies and mechanisms to mobilise social contributions; enhancing investment efficiency of education and training development; effectively performing scientific research and improving competence and virtues of trainees, etc.


Based on the plans of the Ministry of Education and Training, the department directs its subordinates to carry out such plans, make their performance plans, and implement their tasks to meet local education demands.
