Despite numerous difficulties facing the Vietnam economy and the negative impact from the global economic crisis, the construction industry of Phu Tho has managed to overcome challenges and achieve certain successes, contributing to the positive change in the province’s economic growth.
In 2013, the production value of construction in the area was estimated at VND13.2 trillion. The rate of urbanisation reached 26 percent; the average rate of province housing was about 23.5 sq. metres floor/person with a total floor area of about 1.05 million sq. metres; the covering rate of the general planning of urban construction reached 100 percent. The management of construction quality was fundamentally innovated. The province has a total of about 240 completed buildings and 280 projects under construction. The Provincial Department of Construction has examined and reviewed basic design of 31 construction projects, licensed 614 buildings. Besides, the fields of urban and rural development, housing and real estate market development, construction materials management and administrative reforms also have received serious attention. The added value of construction industry in 2013, in 2010 price, was estimated at VND9,460 billion, an increase of 6.76 percent compared with 2012 (5.2 percent plan).
As for the state administration task, the Department has performed well its duty of advising, issuing legal documents; strengthening the management of construction investment, focusing on quality and construction costs management, especially for projects funded by the state; promoting architectural construction planning, urban development; developing housing and real estate markets; managing and promoting construction materials; conducting construction inspections; implementing administrative reform, human resources management, competitions and rewarding. Additionally, provincial enterprises operating in the construction sector has realised their own path, maintaining a steady pace of development. Currently, the total number of enterprises operating in the sector (construction, construction material production, construction consulting and real estate) is approximately 300, employing about 6,500 workers.
Entering the year 2014, the province continues to have a number of programmes and projects which are being implemented such as construction works to upgrade transportation, irrigation, schools, offices, technical infrastructure of industrial parks and complexes, national target programs, rural sanitation, job creation, and new rural construction.
Besides the efforts and successes, the provincial construction still has its limitations including the remaining problems from previous year such as irregular coordination in construction quality management between the Department of Construction and other related departments which have specialized construction management; loss and waste in construction investment; low quality in some projects; slow social housing development; limited financial capacity and low competitiveness of enterprises in the sector.
To overcome these limitations, the Department of Construction for the time being will focus on eight key tasks, including: stepping up the advisory work of legal documents issue; continue to innovate and improve the quality of planning; promote training and enhancing the capacity of construction quality management and urban development in the provincial leadership and expertise; develop housing and real estate markets, removing difficulties, enhancing competitiveness of enterprises in the sector, working towards the purpose of ensuring project quality, so that the construction industry’s development can be on par with the province.
