In the morning of July 24, in Hanoi, Deputy Minister of MONRE Bui Cach Tuyen, Head of the Drafting Committee of Decree on waste and scraps management chaired the meeting with members, including representatives of the Government Office, Ministry of Natural Resources and Environment, Ministry of Agriculture and Rural Development, Ministry of Justice, Ministry of Health, Ministry of Transport, Ministry of Industry and Trade, the Ministry of Construction.
Accordingly, the Editorial Team and the Drafting Committee have actively worked to elaborate the first version of the Decree on waste and scraps management.Some major changes in the first version of the Decree include: the structural framework of the draft Decree was added with 10 chapters and 63 articles, which focus on requirements for serving the state management of waste and scrap.
The new Draft Decree provides more provisions on the principles of definition and classification of waste management as management of flow of hazardous waste, solid waste, municipal solid waste, waste water, gases and dust.On this basis, the Decree also specifies various sources of waste that can be managed more easily.
For the management of imported waste, the first version of Draft Decree focuses on deposits for importing scraps;conditions of the organizations and individuals being eligible for importing and guiding the organizations and individuals on escrow deposit for importing scraps to ensure that organizations and individuals importing scraps have responsibilities for resolving the environmental risks due to non-compliance with regulations on environmental protection in scrap import activities.
The Draft Decree also encouraged organizations and individuals to invest in waste management to thoroughly handle of waste, ensuring economic – technological efficiency and satisfying environmental protection requirements, especially for handling municipal waste that the Government and local authorities are interested in.
At the meeting, members of the Drafting Committee proposed to review and revise some contents, as follows: Review of the definition of waste/scraps; clear classification of waste to easily manage;responsibilities of the waste generators in the declaration on waste; escrow deposit for scrap import shall be applied for each shipment and must be more tightened to ensure the protection of the environment…
Previously, in July 10 in Hanoi, Deputy Minister Bui Cach Tuyen also chaired the meeting of Drafting Committee and Editorial Team on building framework of Draft Decree on waste and scraps management with the Draft Decree in version 0, which consists of 9 chapters and 65 articles.
