Phu YenProvince has long been known as the first locality in the country sailing offshore for tuna fishing and being at the leading position in terms of exploiting this type of seafood. However, why has the sea food production in general and tuna in particular of the province been sharply falling during the last two years? What solutions have the local authority and specialized agencies looked for so as to create clear policies in order to support fishermen proactively exploiting offshore, clinging to sea through days, exploiting fishery resources for exporting with highly-efficient economy?
To improve the fishery-economy efficiency, it's necessary to invest in exploiting, preserving, processing and exporting tuna products through value chain and modern technology.
According to the statistics, at this time in Phu Yen province, there are more than 1,000 fishing boats of 90 CV and over operating offshore fishing. In 2012, the total production of marine fisheries reached 49,600 tons, up 9.5% in comparison with the previous year, with the tuna output of 6,050 tons. In 2013, the total production of seafood was only 49,550 tons, down 2.6% compared to 2012, with the tuna yield of 4,529 tons, down 25.8%. During the early six months of this year, the mining output only reached 31,850 tonnes, down 2% compared to the same period last year, with the tuna yield of only 3,195 tons, a decrease of 22%.
Facing the above actual situation, the PPC tries to find out some solutions to create clear policies for fishermen with advantages for offshore exploitatio. There was a collaboration between Phu Yen province and Ministry of Agriculture-Rural Development to organize Vietnam-Phu Yen Seafood Festival in 2014. Also, lots of such seminars as “Processing, exporting seafood and related issues“, “Organization of mining, processing tuna in value chain“, been held in Phu Yen province.
From the workshops and lessons learned from reality, PPC is determined to change perceptions among fishermen, gradually eliminate the traditional, backwards fishing methods, focus on renewing production from the stages of newly building, renovating, upgrading fishing vessels with large capacity to invest in modern equipment, technology of exploiting, processing, storing products in strictly technical process to meet the export market requirements. Another concerned matter is that in addition to implementing the project by the Ministry of Agriculture – Rural Development on producing tuna in the value chain being simultaneously deployed in the three provinces of Binh Dinh, Phu Yen, Khanh Hoa, Phu Yen, concentration is placed on effectively implementing the Decree 67/2014 / ND-CP by the Government dated July 7th, 2014 on some fishery-developing policies, including preferentials outside the policy to invest fishery infrastructure, the policies of tax- insurance-preferential credit for loans depending on investors’ demand for building new fishing-ships with steel shell, wooden shell, composite shell… to enable reaching the coast in a long time, improving economic efficiency in exploiting, processing and exporting in the value chain …
