The Bac Giang Customs Office responsible for managing industrial zones officially deployed the Vietnam Automated Cargo and Port Consolidated System and Vietnam Customs Information System (VNACCS/VCIS) from April 7, 2014. The VNACCS/VCIS system will directly improve the efficiency of export and import customs clearance, thus helping facilitate trade and enhance economic competitiveness. Vietnam Business Forum’s reporter has an interview with Mr Vu Danh Hai, Director of Bac Giang Customs Office responsible for managing industrial zones, on this issue. Ngo San reports.In 2014, customs offices nationwide have actively deployed the VNACCS/VCIS system to support enterprises to carry out electronic customs clearance. How has the VNACCS/VCIS system worked since it was brought into operation in April 2014?
Thanks to good preparation for facilities, management software, personnel and experience learning from other units, the deployment of the VNACCS/VCIS system was smooth. All problems emerging from the new system were timely resolved, thus leaving no bad effects on production and business activities of local enterprises.
The VNACCS/VCIS system automatically receives, assesses, and analyses information sent from enterprises and sends feedback to them, thus ensuring objectivity and close control, while customs officers and companies save a lot of time and effort to deal with customs works.
To date, all local businesses have registered to use VNACCS/VCIS system which is highly appreciated by users for its convenience and modernity. Because cargo management mechanisms, tax policies and customs clearance forms of Japan and Vietnam are different, the customs sector is seeking ways to generate more utilities, build more supporting connections and perfect the system as soon as possible.
Improving its provincial competitiveness index (PCI) rating is a critical programme of Bac Giang province. How has the Bac Giang Customs Office responsible for managing industrial zones responded to this programme? What will Bac Giang province need to focus on to improve its PCI?
The customs authority of Bac Giang province has synchronously deployed measures to facilitate export and import activities of local enterprises by reforming administrative procedures and modernising customs; training human resources; resolving problems facing businesses; informing local businesses of new laws and policies; organising business conferences; and other work. The customs sector approved the Customs Reform and Modernisation for the 2010-2015 period.
To raise its PCI ranking, Bac Giang province needs to pay more attention to the following indicators:
- Improving time cost index: It is necessary to strengthen coordination of relevant authorities to reduce the number of inspection visits and inspection time.
- Improve informal cost index: It is vital to standardise the staff and civil servants to ensure qualifications and working attitude; severely deal with badly-behaved, red-tape officers at the service.
- Improving labour training index: In fact, the province now lacks trained labourers while oversupplying untrained labourers. Hence, the province needs to have good plans to develop vocational training networks.
