There have been many positive changes in civil judgment enforcement, people reception, settlement of citizens’ complaints and denunciations, etc.


The Legal Department of the Hai Duong provincial People’s Council on November 27 and 28 worked with the provincial Authority of Civil Judgment Enforcement (CJE), the provincial Inspectorate, and the provincial Police on their working results in 2014.


Through supervision, the Legal Department judged that there had been many positive changes in CJE, people reception, and settlement of citizens’ complaints and denunciations as well as security and order (SO) assurance.



However, staff management in some units under the CJE Authority was lax; the senses of responsibility, organization, and discipline of some officials and public servants were not good; and executors’ violations in their professional activities were not completely remedied. Despite the provincial Inspectorate’s good performance of the anti-corruption work, the number of cases detected, investigated, prosecuted, and judged was inconsiderable. No corruption case was detected in the province. The grasp of SO situation in some places remained limited; the efficiency of propagandizing and educating policies and laws was not high, etc.


The Legal Department of the provincial People’s Council asked the provincial CJE Authority to focus on inspecting the remedying of professional violations in 2014; advise the provincial CJE Steering Board on directing provincial agencies and departments and grassroots Party committees and governments in CJE organization and urge of administrative judgment enforcement; strengthen the inspection of the public service implementation of officials and public servants, resolutely handle officials committing violations, etc.


The inspection sector should be more active in the settlement of complaints and denunciations, especially anti-corruption.


The Legal Department required the provincial Police to clarify the observance of the law on road traffic safety, coordination between the public security sector and some other sectors, fire prevention and fighting, SO assurance in the religious field, arrest and handling of illegal sand exploiters, intensification of anti-smuggling, the sending of people to compulsory treatment and centralized detoxification, etc. The Legal Department proposed that the provincial Police request the Ministry of Public Security and the provincial People’s Committee to arrange land and budget for the construction of detention and assessment centers, etc.
