Besides, Xuan Loc Communal People’s Committee submitted the People’s Committee of the town to ask for the approval of the investment plan to the commune health station with a total budget of VND 1.2 billion to complete the medical criteria. Striving to the end of 2014, the commune continues to abolish 11 temporary houses for the poor households to fulfill criteria for residential housing.
In 2015, Xuan Loc 2 commune must fulfill 2 more criteria, including cultural facilities and income. Mr. Nguyen Chung Thinh, Chairman of Xuan Loc Communal People’s Committee, let known: for the cultural-facility criterion, Xuan Loc commune has established the procedures for constructing sports parks in the sand forest area of Diem Truong village from the development capital allocated by the town in 2014 at a cost of about VND 400 million; for the income criteria, the current per capita income is 17.8 million dongs/year. Currently, the model having been replicated in the whole commune has brought higher incomes for farmers, by 2015, it is estimated that per capita income will be at 21 million dongs/year, reaching the provisions of criteria.
Compared with the communes of Xuan Canh, Xuan Loc, by 2015, Xuan Hai commune strives to complete 5 criteria, including school facilities, rural markets, health, income and political system. To achieve the school-facility criterion, XuanHaiPre-school, To Vinh Dien Secondary School and Elementary School of Xuan Hai No. 2 have been invested in upgrading to reach the facility standards. The rural market criterion, based on Government bonds and deposits from land in the market-planning area from the trading households, Xuan Hai market was built with an amount of VND 2 billion. For the criteria of income, health, political system, Mr. Pham Kien, Chairman of the People’s Committee in Song Cau town, let known: with the total investment budget of VND 2.5 billion for commune health station’s facility and equipment can build Xuan Hai communal health station reaching standards. With the income criterion, the current per capita income is estimated at VND 18 million/year, by 2015 at VND 21 million/year. As for the political-system criterion, one cadre has not yet met the standard; therefore, the commune focuses on training to ensure getting the standards as prescribed for 2015.
