Expanding Cooperation in CLV Development Triangle

On November 25, in Vientiane (Laos), the 8th Summit of Cambodia-Laos-Vietnam Development Triangle (CLV8) was convened with the participation of the Prime Ministers of the three countries. The Vietnamese delegation was headed by Prime Minister Nguyen Tan Dung.


The conference focused on reviewing the implementation of “the amended plan of socio-economic development of CLV development triangle to 2020″ and “the MOU on preferential policy and facilities for CLV Development Triangle”. Three Prime Ministers highly evaluated the achievements recorded especially in infrastructure development, trade promotion, investment and tourism, between the three countries, and encouraged young people to participate in the development triangle and cooperation for regional security and environment.



Upgrading the Cooperation of the Development Triangle


Speaking at the conference, Vietnamese Prime Minister Nguyen Tan Dung emphasised that in the face of fast and complicated development of world and regional conditions, the three governments should take more efficient, practical and flexible measures for breakthrough cooperation.


Vietnam believes that, as ASEAN members are working hard to build ASEAN Community by 2015 and economic integration and linkage in Asia-Pacific region developing vigorously, the three countries should upgrade and expand the present CLV Development Triangle Cooperation by increasingly linking the three economies in such areas as transport, telecommunication, energy, tourism and banking.


Accordingly, Prime Minister Nguyen Tan Dung proposed that the three Prime Ministers assign the Coordinating Committee the task to prepare a Coordination plan to submit to the 9th Summit of CLV Development Triangle in 2016, meanwhile continuing existing cooperation and new cooperation when conditions permit.


Development of transport and trade infrastructure


To develop cooperation in the mean time, Prime Minister Nguyen Tan Dung proposed that the three countries focus on the following measures:


One, To create favourable legal framework in taxation and investment formalities for businesses of the three countries, concerned authorities should conclude promotion agreement and facilitate trade within the development triangle, upgrade border gates and apply one-stop shop control by 2015, sign agreements on border trade in the framework of expanded Mekong Sub-region.


Two, To implement objectives of the Development Plan to 2020, maintain GDP growth rate of 10 percent and per capita income of US$1,500-1,600 in 2015 in the 13 provinces of the CLV Development Triangle. Prime Minister Nguyen Tan Dung appreciated the Coordinating Committee for the list of priority investment projects and stressed the need to develop transport infrastructure for regional connectivity and trade infrastructure namely economic zones, border markets, and to develop human resources for local production and improving the living conditions. Regarding tourism, the Prime Minister proposed that the Coordinating Committee prepare a development plan and submit to the CLV9. He also proposed that the three countries develop a plan for rubber industry applying high technology, high productivity and high value, for diversified markets and participating in supply chains of ranking world corporations.To implement objectives of the Development Plan to 2020, maintain GDP growth rate of 10 percent and per capita income of US$1,500-1,600 in 2015 in the 13 provinces of the CLV Development Triangle. Three, The three countries should focus on sustainable development such as environment protection, education and training, human resources development and social welfare in the development triangle. They should have long-term solution for natural resources, at the same time exchange information and cooperation on border security against illegal activities.


Four, Alongside with the maximum development of resources of each country, the three countries should make the best use of the resources of developed countries and international financial organizations. The Coordinating Committee should consider the convening of periodic forum of development partners on the occasion of CLV Summit.


Cambodia-Laos-Vietnam Economic Connectivity


Discussing cooperation orientation in the coming years, Lao Prime Minister Thoongsing Thammavong and Cambodian Prime Minister Hunsen agreed with the proposal of Prime Minister Nguyen Tan Dung on upgrading and expanding the cooperation framework of the CLV Development Triangle, and asked the Coordinating Committee to prepare a plan of connectivity to submit to the 9th CLV Summit in 2016.


The Conference also agreed on specific measures to increase cooperation efficiency: listing projects of priority in the CLV Development Triangle to attract investments from partners; drafting an agreement between the three countries on preferential policyto CLV Development Triangle on basis of existing bilateral and multilateral agreements; preparing tourism development plan to boost tourism in the three countries; asking ministries of agriculture of the three countries to work out a plan for development of rubber industry to submit to the 10th meeting of the Coordinating Committee; enhancing cooperation in security, especially against human and drug trafficking, border crimes, pandemics and natural disasters, removal of post-war unexploded bombs and shells; and implement cooperation plan on environment protection and natural resources management.


At the conclusion of the conference, the three Prime Ministers signed a Joint Statement on the cooperation of CLV Development Triangle and on the convening of the 9th CLV Summit in the Kingdom of Cambodia in 2016.
