A Hanoi police official said traffic cops who lie in wait for traffic violators and stop them by yanking away their motorbike keys will be strictly punished.
Colonel Dao Vinh Thang, chief of the Hanoi Traffic Police Division, made his comments at a recent meeting to asses the department’s November work and December plans.
He admitted that the ongoing shortcomings in the division’s performance has fueled public discontent.
Col. Thang ordered the officers to stop hiding in bushes and pouncing on traffic violators.
Ministry of Public Security regulations require traffic police to affect traffic stops from a prominent position using their official signal lights.
Officers who set up a fixed checkpoint on the road, must erect signs that are well-lit and clearly visible to ensure that their interactions are public and transparent.
A 2012 World Bank-funded survey said the traffic police was the most corrupt institution in Vietnam.
