In the afternoon of February 9th, the delegation of the Ministry of Health and Vietnam Social Insurance, led by Deputy Minister of Health, Mr. Pham Le Tuan, Head of the delegation had a meeting with leaders of Phu Yen province on implementing the aforementioned content. Comrade Tran Quang Nhat, Member of the Provincial Standing Party Committee cum Vice Chairman of the Provincial People’s Committee has the working session with the delegation.
To implement the amended and supplemented law on a number of articles of Health Insurance Law, in 2014 and 2015, PPC has issued many documents to guide departments, agencies, sectors, People’s Committees at district and commune level in parallel with well performing health insurance policies. Accordingly, Phu Yen has 112 communal health stations, 9 hospitals at district level, one private polyclinic, one clinic under the Board of Protecting and Caring Health for the Provincial cadres, Rehabilitation Hospital, Traditional Medicine Hospital, Hospital for Pediatrics and Obstretics, the Provincial General Hospital are health facilities meeting the conditions for initial medical examination. At the district or higher level health facilities at the district, infrastructure and modern equipment has been invested. In 2014, it was estimated that the whole province had 592,300 people have health insurance cards, accounting for 67% of the total population with the 390,111 million-dong revenue and 362,049 million-dong cost for the health insurance.
According to Mr. Vu Xuan Bang, Deputy Director of the Health Insurance Policy Board, Vietnam Social Insurance, the average number of people insured in Phu Yen province is still lower than the national average (71.8%). Therefore, the province needs to do better propagating the amended and supplemented law on a number of articles of the Health Insurance Law; simultaneously, investing in the technical facilities to improve the health care quality for people. The province should have a specific plan to support the health insurance premium for the objects partially supported by the State.
Mr. Pham Le Tuan, Deputy Minister of Health appreciated the policy of attracting physicians in Phu Yen province, the investment interest of the Provincial General Hospital for facilities and expertise; highly appreciate the PPC for being interested and closely guiding departments, agencies and sectors to closely cooperate in implementing the amended and supplemented Law on a number of articles of Health Insurance Law. However, in the context of recently enacted law, the locality needs to propagate more boldly and extensively the health insurance benefits to raise the awareness among the people, and issue policies to partly support the health insurance premium for households with average living standards.
