Scheme for Simplification of 38 Customs Administrative Procedures Approved

On March 19, 2015, the Ministry of Finance issued Decision 510/QD-BTC approving the scheme for simplification of some customs administrative procedure.


Accordingly, 31 procedures will be simplified and seven will be abolished. Eradicated procedures include procedure for replacement of customs declaration forms (manual and electronics); procedure for liquidation of production and export material import papers (manual and electronics); procedure for notification of offshore outsourcing contracts in foreign countries; procedure for liquidation of offshore outsourcing contracts in foreign countries; procedure for notification of import material quotas for production of goods sold to for non-tariff areas; procedure for customs declarers delaying the determination of taxable value (applicable to manual and electronic customs procedures); procedure for amendment of outsourcing contracts and addendums to outsourcing contracts (VNACCS System).


Procedures to be simplified include procedure for modification of declaration forms and addition to customs declaration forms (manual and electronic); customs procedure for temporary import and re-export of goods; procedure for annulment of customs declaration forms; procedure for change of border gates for imported goods transported by courier service; and procedure for the goods prior to customs declaration.
