The Ministry of Finance issued Circular 24/2015/TT-BTC and Circular 25/2015/TT-BTC on promulgation of specially preferential import tariffs of Vietnam to implement the ASEAN – Japan Comprehensive Economic Partnership Agreement (AJCEP) and the Vietnam – Japan Economic Partnership Agreement (VJEPA) in the 2015-2019 period. Zero tax is primarily applied to plastic materials, chemicals, machinery, tools, computers, electronic products and components.
According to AJCEP, 2,874 tax lines (approximately 30 percent of total tax lines) will be brought to zero and 413 lines will maintain the current MFN rate as of April 1, 2015. As for VJEPA, 3,234 tariff lines (equivalent to 33.8 percent of total tax lines) will be granted zero tax and 354 lines will maintain current preferential rates in line with WTO.
According to the Ministry of Finance, the zero-tax items include plastic materials, chemicals, machinery, tools, spare parts, computers, electronic products and components, yarns, textile materials, leather, and pharmaceutical products.
