(VEN) – The northern province of Bac Ninh has targeted to be listed in top ten in the Provincial Competitiveness Index (PCI) 2013 ranking and in top five in the coming years.
According to leaders of the province, this target was agreed right after the announcement of the 2012 PCI report released by the Vietnam Chamber of Commerce and Industry (VCCI) in March, 2013. Bac Ninh Province ranked 10 out of 63 cities and provinces, making this the first drop for the province after three years of consecutive promotions. The provincial leaders said they were unhappy by the fall and remained determined to climb the PCI rankings in 2013 and in the years to come.
To realize this target, in May 2013, the Bac Ninh People’s Committee launched a plan (58/KH-UBND) to continue improving the business environment and the 2013 PCI. With this plan, the province will correct the low indexes scored in 2012 such as access to land, unofficial costs, time-related cost, transparency and access to markets, business promotion services, workforce training and legal institutions and dynamism.
To improve land accessibility, Bac Ninh Province will complete and publicize the plan for land use until 2020 at province, district and commune levels. The province will also check and recover land from those projects that had not been implemented and take suitable measures to handle the cases.
To reduce unofficial and time-related costs, the province will publicize and issue policies and administrative procedures of each sector, implement a one-stop approach at different levels and standardize the quality of public employees to serve enterprises in the best manner.
Bac Ninh Province will also improve the quality of provincial websites of other sectors and departments; publicize investment capital allocation processes and payments for construction works as well as policies and list of investment projects to ensure competitive tenders and investor selection.
As for business promotion services, the province will provide assistance for enterprises in their business activities, including brand registration to create high quality and competitive products and building trade promotion programs. It will also complete data systems about the province’s enterprises and investment developments for convenient management of the state bodies so that they could make timely and precise decisions to support the enterprises.
In addition, the province will determine to improve the transparency, objectiveness and sense of justice in legal hearings for enterprises; continue to implement projects on training high quality human resources and improve training quality of vocational training centers and colleges, better connect enterprises with job centers and support enterprises in recruitment to raise the workforce training index.
Finally, Bac Ninh Province will innovate staff policies, especially in selecting and evaluating skillful and enthusiastic officials and timely compliment officials who show high responsibility in innovating administrative procedures and taking initiatives in improving the business environment in a bid to improve the dynamism and of the province.
It remains unclear if the Bac Ninh’s targets are achievable, however, the province has showed its determination and expectations in improving the investment environment. This is obviously a good sign not only for Bac Ninh but also for the enterprises based in the province and those planning to investment in the province./.
