Vietnamese citizens continue to be barred from gambling places while there are new regulations for luxury hotels that have casinos.
A much-anticipated decree announced Monday restricts entry to casinos to foreign nationals.
Gambling centers will be fined VND180-200 million (US$8,512-9,500) if they are caught allowing Vietnamese inside.
Depending on the seriousness of the violation, they could also lose their licenses for a period of one month to two years.
Gamblers will be fined VND20-30 million for causing disorder and VND90-100 million for cheating.
Four-star hotels in Hanoi and Ho Chi Minh City and three-star hotels elsewhere can no longer operate casinos — only five-star hotels can.
Casinos are required to install cameras and hotels can have only one machine for every five guest rooms.
Existing regulations passed in 2003 allow five-star hotels to have up to 100 machines.
The new decree takes effect on October 1.
