Using ODA capital in developing forests

(VEN) – According to the forestry restructuring project approved by the Ministry of Agriculture and Rural Development during the 2013-2020 period, ODA capital for the forestry industry was expected to account for 18-20 percent of total capital (about VND700-800 billion per year).

Of which, direct investment for forest protection and development reached an estimated VND250-400 billion.


According to the Ministry of Agriculture and Rural Development, to plant three million hectares of forests, the forestry industry would need about VND40 trillion. According to the forestry restructuring project, investment capital from the central budget would only focus on large scale protective forest projects; projects in the districts according to Resolution 30a/2008/NQ-CP of the government on the rapid and sustainable poverty reduction program for 62 poor districts, the northwest region and the Central Highlands; and supporting investment projects in equipment and advanced technology. The state capital will be used for special-use forests and important protective forests. The overall goal of the forestry restructuring project is to develop the forestry industry in a sustainable manner in terms of economics, society and environment.


In terms of ODA capital, the Ministry of Agriculture and Rural Development said that the ministry would use its capital to implement strategic goals in the development and protection of forests.


ODA capital will mainly focus on developing production forests, processing and consuming forest products, exploiting services from forests, implementing promotion programs and developing the markets for forest products as well as enhancing management of forest products, contributing to ensuring legal origins of wood products. In particular, ODA capital will also be used to transfer forestation technology from countries with weather conditions similar to Vietnam.








The forestry restructuring project was approved by Minister of Agriculture and Rural Development Cao Duc Phat in Decision 1565/QD-BNN-TCLN on July 8, 2013. The overall goal of the forestry restructuring project is to develop the forestry industry in a sustainable manner in terms of economics, society and environment; increase added value of forest products; increase an average production value by 4-4.5 percent per year to meet the need for wood and forest products for domestic use and export.

Together with ODA capital from Japan and Germany, the forestry industry has launched a number of projects to improve forest productivity and quality in Vietnam towards improving the rate of raw materials for the processing industry and furniture manufacturing. In addition, the forestry industry has also implemented some programs, such as the support program for sustainable forest management; trading and marketing program for Vietnam’s major forest products with a total capital of EUR3.3 million from the German government.


To mobilize all resources, including ODA capital, in the forestry restructuring project, the Ministry of Agriculture and Rural Development set out a task to review, supplement and reconstruct investment plan and financial plan for the forestry industry during the 2012-2020 period./.
