In recent years, many enterprises, especially those involved in manufacturing for export have faced difficulties due to global economic depression, labour shortage and instability. Given its rich production and business experience in many years, plus efforts to minimise regular costs, emphasis on measures to encourage and incentives for productivity increase, quality and efficiency improvement, Ha Quang Garment Factory (Northwestern Dong Hoi Industrial Zone in Quang Binh province) has not only retained employees but also attracted more, contributing to the sustainable development of the enterprise.
Being one of the first shirt making factories in the province offers not only advantages but also difficulties in Ha Quang. However, the Factory has continuously made investment to enlarge production, upgrade equipment, technology, expand consuming market, improve product quality, adopt new technologies into production and strengthen human resources, helping gradually affirm its position in the market. Despite the textile sector’s dependence on the market and economic depression in 2012, Ha Quang still had stable export markets, manufactured and exported 2,980,000 products, up by 11.04 percent year by year; gained VND71.5 billion of turnover, up by 7.36 percent against the plan and by 17.86 percent year by year. The average labour productivity was US$16.62 per one, up by 3.87 percent against planned and by 6.88 percent year by year. Accordingly, the average income reached VND4.4 million/person/month, up by 21 percent year by year. Ha Quang earned profit of VND8.2 billion; submitted VND5 billion to State Budget, up by 38.52 percent against the same previous last year.
The factory’s current success has resulted from its motto to earn reputation by product quality, good implementation of capacity building and training activities, and attention paid to employees. Director Nguyen Truong Tieu said, “The employees receive social and medical insurance, professional skill development training and other remuneration in accordance with the governmental regulation. Their income is stable and increased year after year. The factory also arranges a canteen with open space where meals are prepared safely to guarantee food hygiene and environmental sanitation, as well as labourers’ health. Ha Quang always regards personnel as the most valuable asset, therefore regularly focus on human resource training and development; periodically investigates on compliance with regulations on on-the-job protection, labour safety and sanitation. Meanwhile, Ha Quang always encourages its employees to improve themselves, creates the environment for cultural and sport events to strengthen solidarity and understanding among members, and builds a positive working atmosphere to raise morale of the employees.”
To encourage and help the employees to keep their mind on work, Ha Quang has allocated an amount from welfare fund on incentives and gifts for children, which have all resulted in the labours feeling guaranteed and staying long with the Factory. Many workers have affirmed their determination to engage to Ha Quang and consider it the common house where they will together work, devote and develop their career. This is the factor that helps Ha Quang gain such achievements and sustainable development in future.
According to development orientation of Ha Quang and the policy of Garment Corporation No.10 (Garco 10) when investing in Quang Binh to build up Ha Quang Factory as its shirt manufacturing centre, right from the beginning of 2013, Garco 10 started ground breaking for the construction in phase 2 of the Export Garment Project in Ha Quang Factory with total fund of VND124 billion. Particularly, there will be another new 5,535 square meter large factory built, improve the production of Ha Quang from 3.2 million to 10.8 million shirts per year. New jobs have been created for 1,065 labours, increasing the total number of workers in the factory after investment to 1,920 people. It is expected that the production line will be put into operation by Quarter 4 in 2013 and by the end of Quarter 1 in 2014 the whole line will be in use. Ha Quang’s success not only contributes to the general development of Garco 10 in the current context of many fluctuations but also is a typical example reflecting Quang Binh province’s efforts in investment attraction during the past time.
Regarding investment environment in Quang Binh province, Mr Tieu shared that Ha Quang’s current success also partly resulted from the support and attention from provincial to local authority and agencies, in terms of rapid handling of investment licensing procedures and timely settling difficulties during the factory’s project implementation. However, in order to create a preferential investment environment in Quang Binh to attract businesses and investors coming to Northwestern Dong Hoi IP, the Provincial People’s Committee and relevant departments should facilitate the construction of dormitories, kindergartens and healthcare services into the IZ and upgrade the infrastructure to guarantee security and order in the area.
