(VEN) – According to the Tra Vinh Province Industry Promotion Center’s report, in the first months of 2013, although strenuous efforts were made, industry promotion plans were implemented tardily; only 10 projects were implemented in the first half of this year, focusing on vocational training, the application of equipment to production, and implementation of the national program for energy efficiency and conservation.
The center opened five vocational training courses for 143 rural people, 80 percent of whom found jobs with an average income of VND1.8-2 million per capita per month, while kicking off two models providing a total financial assistance of VND160 million in applying modern equipment to production in the Nhat Anh Company Limited in Phuong Thanh Commune in Cang Long District, Tra Vinh Province and the Vinh Tuong Company Limited. The center provided consultancy in installing solar water heaters for 105 of 122 households joining the energy efficiency household model, gathered data related to energy consumption and applications for constructing energy management systems from office building management units in Tra Vinh Province.
The center also implemented two projects on sharing experiences, market access and technology seeking for business owners and managers and rural industrial enterprises in Dong Thap and Long An provinces and Ho Chi Minh City, while providing consultancy in logo registration for the Tri Canh enterprise in Tra Bo B Hamlet in Ham Giang Commune, Tra Cu District and label copyright registration for the Minh Loi confectionery enterprise in Tra Vinh City.
With 10 implemented projects, the Tra Vinh Province Industry Promotion Center has only VND393.672 million of the VND1.169 billion funding earmarked for 2013 disbursed, accounting for only 33.67 percent of the year’s target.
A burden on the remaining months of the year
Tra Vinh Province Industry Promotion Center Director Nguyen The Hai said that there were many reasons of the tardy disbursement of 2013 industry promotion funding, the biggest one of which is that most of provincial rural businesses were small and super small in scale so they had difficulties in accessing capital and applying modern equipment in production expansion; the market for provincial handicraft and fine art articles remains small; and the district industry promotion systems haven’t begun operation making it difficult for industry promotion projects to start.
Hai said that the center will have to accomplish a huge workload in the remaining months of this year to accomplish the remaining 66.33 percent of the year’s target. To be specific, the center will have to open 10 more vocational training courses and six business startup and business administration improvement courses, implement two models assisting businesses to apply modern equipment in production, open a consultants training course and implement cleaner production in six provincial businesses. The center will also implement many other activities including provision of consultancy in business plan construction and industrial product trademark development, among others.
Projects creating a large number of jobs and making use of local advantages and projects in new rural areas will be prioritized. In the long term, the center will look for new organizations inside and outside the province to assist rural industrial production facilities to access modern equipment and machinery and find market for their products; it will also promote industry promotion policies in remote, rural areas in 18 new rural communes in Tra Vinh./.
