The current success of the Vietnam National Oil and Gas Group (PetroVietnam) is not simply the success of a company in its production and business operations. Apart from high economic efficiency, the oil and gas industry also helps ensure energy security and food security, and protect national sovereignty. The following interview with PetroVietnam’s CEO Do Van Hau will help readers understand the tremendous growth in both dimension and depth, as well as the important contribution of oil and gas sector, to the overall economic development of the country. Could you briefly introduce outstanding achievements that PetroVietnam has attained during more than half of a century accompanying the revolutionary cause of the Party and the nation?
After 52 years of development, PetroVietnam has built a completely synchronous oil and gas industry system, from exploration and exploitation to transportation, processing and refining. Our growth has helped ensure the country’s energy security.
With high production and business efficiency, PetroVietnam annually contributes 25 – 30 percent of the country’s total budget revenue and plays a vital role in socioeconomic development of the nation. Not only taking the lead in international cooperation and integration, attracting foreign investment into Vietnam, and expanding overseas investments, PetroVietnam actively promotes and performs its roles as an economic engine of the nation and a macroeconomic regulator of the Government. The Group is the core and nucleus in the process of forming important industrial zones, proactively and timely implementing the Party’s and the Government’s policies to deal with complicated economic fluctuations of the nation. Its key products like crude oil, gasoline, nitrogenous fertiliser, electricity, gas and gas products have been actively contributing to domestic market stability. In addition, we have actively taken part in the protection of national territorial sovereignty.
The Group also has worthy and practical contributions to social security. In 2012, PetroVietnam donated a total of VND604 billion to social security.
PetroVietnam is proud of its many accomplishments and having become a spearhead and vanguard business group in national economic development. What is the key to this remarkable success?
The current success is accrued from the effort, willpower, determination, sense of responsibility and creativity of every PetroVietnam employee to build firm steps for the oil and gas industry to move forward and build PetroVietnam into a dynamic economic group with a strong competitiveness in domestic and international markets.
To adapt to new development trends and improve competitiveness, the Group has embarked on corporate restructuring to focus on five main business fields: Oil and gas exploration and production, petrochemical refinery, gas industry, power industry, high-quality oil and gas service. Oil and gas exploration and production will be the core business. The Group will divest from non-core investments.
In addition, we focus on building mechanisms and policies for investment cooperation diversification to attract all available resources from all economic sectors in the country and from foreign nations for the oil and gas industry and enhance investment efficiency. Besides, we step up scientific research and new technological application to production.
What are the key projects that PetroVietnam has successfully carried out to earn revenue for the country?
Oil and gas exploration and exploitation is the biggest cash earner for the Group. A typically successful project invested by PetroVietnam is Vietsovpetro Joint Venture Company, which operates Bach Ho (White Tiger), Rong (Dragon), Gau Trang (White Bear) and other fields. Other projects include Block 15-1 operated by Cuu Long JOC, Block 16-1 operated by Hoang Long.
Key gas projects include the gas pipeline project in Cuu Long Basin, Nam Con Son 1 gas pipeline project, and PM3 – Ca Mau gas pipeline project. As of June 2013, the cumulative gas output was 91 billion cubic metres.
In power production and supply, PetroVietnam has to date completed and operated four gas-fuelled power plants, namely Ca Mau 1, Ca Mau 2, Nhon Trach 1, and Nhon Trach 2, with a total capacity of 2,700 MW. These facilities generated a total of 61 billion kWh of electricity.
In oil and gas processing, the key oil refiner is Dung Quat oil refinery which was completed and put into operation from February 2009. To date, Binh Son Refining and Petrochemical Company Limited has produced and sold 21.3 million tonnes of petroleum product for VND417 trillion and paid over VND61 trillion to the State Budget. Besides, PetroVietnam already completed and put into operation two nitrogen fertiliser production plants, namely Phu My Fertiliser Plant and Ca Mau Fertiliser Plant.
Apart from oil and gas cooperation in the country, how has PetroVietnam expanded international cooperation in oil and gas investment, search, exploration and production?
PetroVietnam has many overseas oil and gas cooperation projects to search, explore and exploit oil and gas abroad. The Group is carrying out investment projects in Algeria, Cambodia, Malaysia, Myanmar, Russia, Peru, Venezuela, and other nations. In addition to oil and gas exploration and exploitation contracts in foreign countries, the Group’s international cooperation in other sectors also has positive signals. We have signed crude oil and petroleum product contracts in foreign nations, and hydropower plant construction projects in Laos.
In addition, PetroVietnam has joined in many regional and international energy organisations like the International Gas Union (IGU), the ASEAN Council on Petroleum (ASCOPE), the Asia Gas Expo (GASEX), and the World Petroleum Council. PetroVietnam has also actively participated in Trans-ASEAN gas pipeline project, expanded cooperation with partners in Africa, the Middle East and Latin America after signing Memorandums of Understanding (MOU) with national oil companies in Angola, Mozambique, Sudan, Oman, UAE, Kuwait, Nicaragua, Bolivia and Ecuador. The Group will try to sign oil and gas exploration and exploitation contracts to diversify its sources of imported crude oil and liquefied petroleum gas (LNG) to serve the increasing energy demand in the country.
On the occasion of Vietnam – Japan Economic Summit, does PetroVietnam have any message to Japanese partners and investors?
PetroVietnam always appreciates and cherishes relationships with Japanese partners and investors. We call investors to make long-term strategic investment in our domestic and foreign projects on the basis of mutually beneficial cooperation, mutual development and prosperity.
