On the afternoon of October 25th, Deputy Minister of Natural Resources and Environment Tran Hong Ha and Chief Representative of JICA (Japan International Cooperation Agency) office in Vietnam – Mutsuya Mori co-chaired the plenary session of The Support Program to Respond to Climate Change ( SP – RCC ). The conference discussions focused on the framework policy matrix in 2013 and proposed operation activities in 2014,2015 .
In his opening speech , Deputy Minister Tran Hong Ha assessed, 2013 is a key year, connecting between 2010-2012 and 2013-2015 periods of the SP – RCC program and highlighted the important developments in terms of quality of the program. From individual cycles , from 2013, the program has put toward more strategic and long -term initiatives, which are more closely associated with the development of national and industries’ strategies, such as the Green growth strategy, the National Strategy of Vietnam for natural disaster prevention, response and mitigation. “Positive evolutions of policy actions in 2013 have set a successful genesis for the implementation of the program in the next two years” Deputy Minister Tran Hong Ha said.
Presenting results of the monitoring report on the policy matrix in 2013, Mr. Le Van Minh, Deputy head of SPRCC said the framework policy matrix in 2013, which had been approved by the Prime Minister on 09.19.2013involved 8 goals , 24 policy actions and will be carried out by 9 Ministries. Thanks to the active support of donors, the goals set by the matrix is progressing in schedule . As expected , the making of the Framework Policy Matrix in 2014-2015 will be associated with the National Strategy on climate change and so that the Matrix will exert best performance in the medium and long term and be technically feasible as well as sufficiently financed. The Matrix for the upcoming period will be completed by 9 ministries , with 8 goals and 26 policy actions in 2014 and 23 policy actions in 2015.
Representatives of AFD , JICA , World Bank , KEXIMBANK , AusAid and GIZ confirmed to continue to assist Vietnam to effectively implement the program.
