In order to settle land disputes related to land administrative and cadastre and specify the scope of management at all levels within their respective land areas, the Prime Minister signed Decision No. 513/QD – TTg approving the project “Completion, modernization of records and maps of administrative boundaries and establishment of administrative boundaries database.” With a view to facilitate the implementation of the project, on the morning of October 18th, Vietnam Ministry of the Interior held the Training Workshop with the participation of heads of the provincial Department of Home Affairs of Northern cities.


According to Director of the Local Government Department (Ministry of Interior) Nguyen Huu Duc, up to now, there exist 23 administrative boundaries-related land disputed areas at provincial level, 142 at district level and 685 at communal level, respectively.


There are a number of reasons for administrative boundaries-related disputes, involving the incompetence of management officials of administrative boundaries; outdated facilities, instruments and maps of administrative boundaries; which have caused numerous difficulties to and negative impact on the documentation as well as the mapping of administrative boundaries.


The management of the administrative boundaries has been neglected for years and in short of strict regulations while there are different opinions that are not completely resolved. Besides, there has been a rightist phenomenon in which related administrations ​​ avoid land disputes, prolonging and worsening the ongoing problem.


Resolving land disputes related to administrative boundaries is a complex work involving many complications and obstacles. Moreover, the settlement process set out requirements to ensure comprehensive and scientific performance.


The project “Completion, modernization of records and maps of administrative boundaries and establishment of administrative boundaries database ” set out targets aimed at defining management scope by administrative boundaries of alluvial estuaries, islands, rocks, banks, sandbanks and some other geographical objects in Vietnam’s waters; ensuring closed administrative boundaries at all levels and maintaining their consistency with the national borders; establishing dossier, the administrative boundary maps and database of all levels with required qualities in terms of science , accuracy, consistency and legitimacy as a regulatory basis in the management of state administrative boundaries. Besides, the project recommended building socio-economic strategies, planning and development plans for each territory, locality and the whole country. The project will be implemented in 63 provinces – cities and completed in 2015.


At the training workshop, participants were instructed with processes and procedures of the project’s phases; techniques to define administrative boundaries on land, on sea, islands, rivers and canals; settlement methods of land disputes related to administrative boundaries; technical designs, cost evaluation, modernization of records and maps of administrative boundaries…


The workshop also reviewed the management of administrative boundaries in accordance with administrative boundary maps and records that were stipulated under the Directive 364 – CT of the Chairman of the Ministers Council on resolving administrative boundaries-related disputes in provinces , districts and communes .
