Asset and income transparency policies to take effect in December

VGP – Nine groups of people who are subject to declare their own assets will have to declare assets and incomes as from December 16.


The Government Inspectorate recently issued Circular 08/2013/TT-TTCP which guides the regulations on asset and property transparency as stipulated in the Government’s Decree 78/2013/ND-CP, dated July 17, 2013.


The circular aims to strengthen transparency in asset ownership and combat corruption.


The document also stipulates regulations on assets including ornamental plants, furniture, pictures and fine arts valued from VND50 million (US$ 2,396).


Personal asset ownership will be made public on March 31 every year.


The Head of the Party Central Committee Office is in charge of announcing assets of the Party General Secretary, members of the Political Bureau and members of the Party Central Committee.


The Chairman of the Office of the President is responsible for making public the declarations of the State President and Vice State President.


The Chairman of the National Assembly (NA) Office will announce declarations of the NA Chairman, and NA Vice Chairpersons.


Minister-Chairman of the Office of the Government will report on those declared by the PM and Deputy PMs.
