O n 14 November , in Hai Phong, Vietnam Administration of Sea and Islands (under Ministry of Natural Resources and Environment) in collaboration with the Partnership in Environmental Management for the Seas of East Asia (PEMSEA) organized a workshop on planning and consultation on GEF / UNDP / PEMSEA project on “Strengthening the implementation of Vietnam’s sea sustainable development strategies (2014-2018)” at the local level.
Mr. Vu Si Tuan, Deputy General Director of the Vietnam Administration of Seas and Islands and Ms. Nancy Bermas, Coordinator of PEMSEA in Vietnamand numerous marine scientists and representatives of 13 provinces in the whole country attended the workshop.
The workshop discussed the content of the Strategic Framework to identify areas of sea waters, coastal areas, river basins and watersheds to which should give priority as well as the solutions to overcome difficulties and barriers to the success of the project in Vietnam. Thereby, the project on the one hand aims to building consensus and cooperation between central and local authorities in sustainable development of sea and coastal areas. On the other hand, it will attract national and local agencies, international organizations, donors, non-governmental organizations to work together for the successful implementation of the project.
The 3-day workshop focused on discussing about contents of the project.
First, Vietnam Administration of Seas and Islands and localities agreed the need to deploy phase 2 of the project from 2014 to 2018 in order to strengthen the implementation of sustainable development strategy in East AsiaSea.
Second, the participants highly appreciated the contents drafted by PEMSEA to assist Vietnam.
Third, Vietnam Administration of Seas and Islands and the localities will continue to review and improve institutions and national policy on oceans and coasts. Planning, developing and implementing ICM in other localities will be continued.
Fourth, in the coming time Vietnam Administration of Seas and Islands and the localities will focus on carrying out research and piloting integrated coastal management, the management of marine protected areas, improve over-exploitation of marine resources; and control of natural or man-made disasters.
Fifth, Vietnam Administration of Seas and Islands will coordinate with PEMSEA in the completion of the project according to the contributions of participants about site selection and pilot location in the coming time.
Sixth, Vietnam Administration of Seas and Islands and PEMSEA will continue to studying, consulting the relevant authorities on three-side mechanism: VASI, PEMSEA, the pilot localities.
