The project of upgrading, expanding the National Avenue 1-the part past Phu Yen province, whose main investor is the Ministry of traffic and transportation , is being drastically implemented under the directing spirit of the Deputy Prime Minister Nguyen Xuan Phuc. From now to before Tet, the main investor requires the contractors to implement wherever land clearance is completed.

According to Mr. Nguyen Van Huy, representative of the Thang project management board, so far, Song Cau town, Tuy Hoa city and the two districts of Tuy An and Dong Hoa have changed over 14km of the entire 66km of the roads in need of being upgraded, expanded to the main investor. The unit has required the contractors to immediately mobilize equipment, motorbikes and to take advantage of the favorable weather conditions to execute, not to wait for enough site clearance. Under the directions of the main investors, although it’s more than a month before Tet comes, the contractors don’t wait for starting after Tet, instead, execution is occurring; after Tet, the concrete time for implementing depends on the concrete situations of each unit.


Besides constructing materials, according to the contractors, it’s really slow as far as the removal of electricity, water, cable systems along the National Avenue 1. Not removing timely leads to the case of slowly transferring land clearance, in segment; meanwhile, the contractors have to execute in the form of “frog jumping”, which is both time-consuming and costly. As for this matter, the standing vice chairman of the PPC, Mr. Le Van Truc has directed the related units to urgently remove the systems of electricity, water and cable networks to hand over the land clearance to the project of expanding and upgrading the National Avenue 1 by the Ministry of Traffic and Transportation. The province has also required the localities to concentrate all forces for the task of site clearance for soon handing over to the main investor. According to Mr. Truc, the total cases being affected by the project are 3,666, with 693 households in Song Cau town, Tuy An district, Tuy Hoa city and Dong Hoa district. The province will construct 14 resettlement areas to arrange living residence for those affected households. Currently, localities every where are urgently setting projects to compensate, support the resettlement and pay for those inhabitants despite numerous difficulties. Mr. Nguyen Kich, director of the center for land fund development in Dong Hoa district, the locality has transferred 6km of all 17.2km of the


National Avenue

to the management board of Thang Long project. The remaining parts have been measured, calculated and estimated prices, solutions for compensation. Payment to the inhabitants will be implemented after Tet. At the moment, the project’s main contractor has made adjustments to some road parts to make it compatible for the reality; however, no announcements have been made to the unit, which may affect the rate of progress of site clearance.
