More efforts needed to combat increasing crime rate: Gov’t

Deputy Prime Minister Nguyen Xuan Phuc has called on ministries and local authorities to make more efforts to drive back the crime rate, which increased in many aspects in 2013 compared to 2012. He blamed the situation on the loose management by authorities and the moral deterioration in society.

The deputy PM made the call at a national teleconference on crime prevention held by the Government on Friday, during which he commented that the efficiency of crime fighting and prevention remains low.


He emphasized that the number of crimes and criminals are increasing and that loose management of local authorities and incompetence of anti-crime officials are among the reasons behind the problem.


The deputy PM also blamed the increase of crimes on the degradation of social morality, besides economic difficulties and unemployment that have negative impacts on the life of people.


“People often say, ‘Necessity knows no law,’ but first of all, it is degraded social morality and poor control and weak education by schools and families over young people that have led to increased crime rate, including murders in cruel manners,” Phuc said.


In order to better ensure social security and order, all ministries and local authorities must mobilize all possible sources to drive back crime, especially in 18 provinces and cities that are hot spots of social disorder and 10 localities with serious problems in organized crimes, the official said.


“In any localities where the number of crimes increases, the head of local Party Committee, government and police must be responsible for the problem. Above all else, police must be responsible to the Party and people in crime fighting,” Phuc said.


He also requested that all localities launch strong campaigns against crime, especially during the upcoming Tet (Lunar New Year) holidays, which will start on January 31, 2014.


Social order violations rise 5%


Last year 59,000 breaches of social order occurred across the country, up 5.03 percent compared to 2012, while 12,000 economic violation cases and nearly 450 corruption cases were uncovered, Minister of Public Security Tran Dai Quang reported.


Police also detected more than 18,000 drug-related cases nationwide, up 500 cases from 2012 and detained over 28,000 drug-related criminals, seizing 641.29 kilograms of heroin, 110.18 kilograms and 255,300 tablets of methamphetamine, the minister said.


Last year also saw public security forces crack down on over 2,600 criminal gangs and organizations, handling 44,000 criminal cases. They also detected 13,000 violations of regulations on environmental protection.


Meanwhile, the number of human trafficking cases remains high and tends to increase, with as many as 507 cases involving nearly 700 individuals and 1,000 victims detected in 2013, Minister Quang said.


Senior Lieutenant General Le Quy Vuong, Deputy Minister of Public Security, commented that the average criminal tends to be younger and that criminals using explosives are still challenging authorities in many localities.


Speaking at the teleconference, Duong Van An, Secretary of the Central Executive Committee of the Ho Chi Minh Communist Youth Union, said 162 cases of social order violations occurred everyday on average nationwide last year.


“The number is very high and it is time for us to take urgent actions to cope with the situation,” An said.


Many other participants at the conference agreed that all possible forces, including the whole political system, should be mobilized to join the fight against crime.
