The Hai Duong provincial People’s Committee (PC) on the afternoon of February 28 held the regular meeting of February, 2014 to hear and comment on some adjustments in the Regulations on coordination in State management of industrial parks (IPs) in the province and draft Rules on functions, tasks, powers, organizational structure, and staff of education and training (ET) divisions under the PCs of districts, city, and provincial town.


Mr. Nguyen Manh Hien, Vice Secretary of the provincial Party Committee, Chairman of the provincial PC, chaired the meeting.


The IPs Management Unit’s report modified several contents of the provincial PC’s Decision 20/2009/QD-UBND dated July 2, 2009 relating to the principle of coordination between State agencies in management of IPs, planning, construction, the fields of environment, labor, hygiene, food safety, finance, security, social order and safety, and import – export, and inspection in IPs in the province.


After listening to suggestions of departments and branches, Mr. Nguyen Manh Hien said that the content modification to replace the old regulations is a necessity. The provincial IPs Management Unit should rebuild the regulations in compliance with the process of building legal normative documents.


As for the contents relating to the fields of labor, natural resources, and environment, concerned branches should objectively and scientifically reassess the actual situation to develop contents of the new regulations consistent with the reality with long-term effects, creating conditions for the attraction of enterprises’ investment in production and business in IPs.


While waiting for the completion of the new regulations, agencies and units still temporarily perform the old ones under the provincial PC’s Decision 20.


After hearing the ET Department’s report on a draft Decision on functions, tasks, powers, organizational structure, and staff of district PCs’ ET divisions and suggestions of departments, branches, and localities, Mr. Hien affirmed that the promulgation of the decision is appropriate and necessary in the current situation.


The Internal Affairs Department was assigned to preside over the coordination with the ET Department to base themselves on the Government’s Decree 115/2010/ND-CP dated December 24, 2010 defining educational management responsibilities and the actual situation in localities to advise the provincial PC to promulgate the decision as soon as possible.


The promulgation of the decision must satisfy the requirements of a legal normative document.


Mr. Hien noted that the mechanism of managing colleges and professional secondary schools in the area should be clarified in the decision. The mechanisms of recruiting teachers and appointing educational officials should also be clearly developed in accordance with the reality to ensure the quality of officials and teachers to meet teaching requirements in the new situation.
