It is a requirement of the Prime Minister in Resolution 11/NQ-CP issuing the the Government’s Action Plan implementing the Resolution N. 62/2013/QH13 dated Nov 27, 2013 of the National Assembly on strengthening management of planning, investment and construction of hydropower projects and operation of hydropower plants.
The Prime Minister asked ministers, Ministers, heads of ministerial-level agencies and Governmental bodies, chairmen of the People’s Committees of provinces and centrally-governed cities quickly deploy preset tasks and plans to submit to the Ministry of Industry and Trade and report to the Prime Minister before March 3, 2014.
PM Dung asked ministries, agencies and localities to promptly promulgate and implement timely and effectively the content of the action plan.
Ministers,heads of ministerial-level agencies and Governmental bodies, chairmen of the People’s Committees of provinces and centrally-governed cities quickly strengthen inspection and supervise the implementation of Resolution. The implementation should be monthly reported to the Prime Minister and submitted reports to the Ministry of Industry and Trade.
Earlier, following the Resolution of the National Assembly, the Government has reviewed the hydropower project. As a result, 424 projects have been taken out and 136 projects have suspended, 172 potential locations have not been taken into consideration, 158 projects will be continued to review.
The management of planning, investment and construction of hydropower projects and operation of hydropower plants are facing lots of limits. The investors do not focus on building strategic environmental assessment and environmental impact assessment. The people’s lives in the hydropower plants are meeting more difficulties.
