17 communes completed 12 criteria of new rural development

The national target program of new rural development attracts enthusiasm contribution of community


​It is reported that so far 17 communes in the central province of Quang Ngai have completed 12 out of 19 required criteria of new rural development.



The source was released from the provincial coordination office of the national target program of new rural development.


The national target program in the province will close its fist stage by 2015. It is the time when Quang Ngai province will touch the target of 33 communes and 1 district (Nghia Hanh district) recognized as the new rural standard.


In 2013, about 754 billion VND was spent on implementing the program. The fund was mobilized from several sources, including; provincial budget (217 billion VND), the integration from other programs and projects (217 billion ND), credits (226 billion VND), contributions from businesses (67 billion VND), contribution of community (53 billion VND), and other sources (30 billion VND).


In 2014, Quang Ngai is allocated a total of 101 billion VND sourced from the national bond to develop the national target program. The national bond will be soon distributed to communes after being approved by the Provincial People’s Council.


It is estimated that in the period of two years (2014-2015) Quang Ngai will need an amount of 884 billion dong sourced from budget to focus on 33 planned communes to reach the standard of new rural development by 2015.


To deal with the challenges of capital shortage, Quang Ngai Provincial People’s committee requests districts to promote donations and contributions from community and businesses as well.


The national target program of new rural development aims at developing a comprehensive agriculture towards a modern, sustainable adaptation to climate change conditions. The development of agriculture is associated with the development of industry, services and urban.


In 2011, Quang Ngai provincial people’s committee issued document No. 238/QD-UBND dated November 25 approving the national target program of new rural development in the period of 2011-2015 and orientation to 2020.



Accordingly, Quang Ngai will implement the program in 164 communes and 13 districts. In 2015 this central province will have 33 communes and 1 district approved to be new rural, and to the year 2020 there will be 89 communes and 3 districts to be recognized.


The Decision shows that in the period between 2011 and 2015, the 33 scheduled-communes will need an amount of 160 billion VND per year. It means that the total capital for 33 communes will need 5,268 billion VND.


It is reported that to be a new rural commune, it will be approved 19 criteria in terms of urban planning, traffic system, irrigation, electricity, school, infrastructure of culture, rural markets, post office, resident housing, income, poor household, labor, production, education, health, culture, environment, security and safety, strong administrative body in local.
