Hai Phong announces the Master Plan for construction of Dinh Vu – Cat Hai Economic Zone up to 2025

On the morning of May 14th, at Haiphong City Convention Centre, Haiphong People’s Committee in coordination with Ministry of Construction held a ceremony to announce the Master Plan for construction ofDinh Vu – Cat Hai Economic Zone of Hai Phong city till 2025.



Under the Government’s approval, Dinh Vu – Cat Hai Economic Zone will become a multi-functional and multi-sectoral economic zone of the Northern coastal area and the whole country, aiming to formulate an international logistics gateway operating as the marine economic center of Southeast Asia via the construction of Haiphong International Gateway Port, ensuring logistics functions and a large-scale bonded warehouse zone associated with ports. The Economic Zone is targeted to step by step shape advanced industries and appealing urban areas which attract high quality human resources.The construction of the Dinh Vu – Cat Hai economic zone in line with the development plan of Hai Phong city, the Northern key economic region, the economic corridors of Kunming – Lao Cai – Hanoi – Hai Phongand Nanning – Lang Son – Hanoi – Hai Phong has created a close association with Van Don economic zone, Quang Ninh province.


Speaking at the launching ceremony, Mr Duong Anh Dien – Chairman of Haiphong People’s Committee affirmed that the announcement of general plan of Dinh Vu – Cat Hai economic zone will create favorable conditions for the city to effectively implement targets of economic growth, industrialization and modernization, the sea strategy and especially Conclusion No. 72 of the Politburo on continuously fostering the implementation of Resolution No.32 of the Politburo. City chairman thanked the ministries, central sectors and relevant agencies for their supports in planning and developing Dinh Vu – Cat Hai Economic Zone. He also acknowledged and spoke highly of efforts made by the city’s functional departments and sectors during the process of setting up master planning. The chairman expressed his desire to enlist the support of the central government to construct synchronous and modern infrastructure to rapidly lure investors.


The Master Plan for construction of Dinh Vu – Cat Hai Economic Zone was approved by the Prime Minister in Decision No. 1438/QD-TTg dated October 3rd, 2012. Accordingly, the economic zone covers a total area of nearly 22,540ha embracing communes in Ben Rung area of Thuy Nguyen district (i.e., Trung Ha, Thuy Trieu, An Lu, Ngu Lao, Phuc Le, Pha Le, Lap Le and Tam Hung communes); part of Tan Duong, Thuy Son, Duong Quan and Thuy Duong communes within the planned boundary of VSIP Haiphong Integrated Township and Industrial Park; the whole Vu Yen island; Trang Cat ward and Dinh Vu peninsula in Hai An district; the Cat Hai island (Van Phong, Hoang Chau, Nghia Lo, Dong Bai communes and Cat Hai town) in Cat Hai district and the 400ha extended area of Trang Due Industrial Zone (An Duong District).


The economic zone has 2 main functional zones including non-tariff zone and tariff zone. The non-tariff zone covering an area of 1,258 ha is located in Nam Dinh Vu area and Lach Huyen port area with key sub-functions including: export-processing, logistics, promotion, exhibition, services, management, custom, national defense and security, etc. The tariff zone covering an area of 12,532 ha consists of sub-functional zones such as: port system, industrial zones, public service centers, public service centers, specialized centers, urban and residential zones, security and defense, transportation systems and technical infrastructure …
