Nhan Dan Online – A symposium was chaired by National Assembly Vice Chairman Uong Chu Luu on the morning of May 6 to discuss State apparatus organisation under the 2013 Constitution.
Participants focused their discussions on issues related to State apparatus organisation, organisational and operational principles of the National Assembly, Government and local authorities, and independent institutions under the revised Constitution, among other topics.
They agreed that the organisation of the State apparatus according to the 2013 Constitution should ensure the principles of socialist democracy, should respect and protect human rights and civil rights, and should ensure the unity, co-ordination and governance of state power.
PhD Vu Cong Giao of the Institute of Public Policy and Law said that several new regulations in the 2013 Constitution have created opportunities for reforms toward building transparent, efficient and responsible national governance which meets the requirements arising from the processes of democratisation and international integration in Vietnam.
He stated that a series of amended provisions in the 2013 Constitution have demonstrated the efforts of lawmakers to create a new framework for the national administration. Among these are the regulations on the supervisory role between legislature, executive and judiciary bodies; the decentralisation between central and local administrations that allows local authorities to have their own budgets, and the establishment of two independent institutions: the National Election Council and the State Audit.
All delegates agreed that in order to make the 2013 Constitution pay off, it is crucial to review current legal documents to make suitable amendments, supplements and replacements. Accordingly, the law on State apparatus organisation, laws on human and civil rights and the law on NA organisation should continue to be institutionalised and concretised.
