​The second turnaround of Dung Quat Refinery has so far reached 54.9% of plan, and the plant is estimated to re-start its production at 100% on July 2, 2014, according to Mr. Dinh Van Ngoc, General Director of Binh Son Refining and Petrochemical Company Limited.



A source from BSR said that the turnaround is divided into 5 packages. The first is implemented by the two contractors of Hiapseng (Korea) and PMS (Vietnam). They develop works at the workshops of RFCC and CDU.


The second package is carried out by the contractor of UBEC (Korea) at workshops of CCR, SRU, LCO, and ETP.


The third package is implemented by the contractor of Daechang (Singapore) at the Polypropylene plant, seawater intake pipeline, tanks, and other utilities.


The fourth package is covered by BSR which is responsible for maintaining as many as equipment of electricity, automation and rotation as well as crude oil pipeline system.


The fifth package is done by the joint venture of two contractors of POS and PVMTC at the single-point mooring system (SPM).


It is reported that workers, engineers, staffs and experts at site serve the second turnaround up to 3,400 people, of which there are 44 experts coming from equipment suppliers and 67 experts in charge of O&M.


There will be totally 6,700 items to do in this turnaround.


Since Feb., 2014 BSR’s staffs have been mobilized to work full week to ensure the schedule.


BSR said that the works of safety, security, and quality are especially concerned, so that staffs must do follow requisitions.


So far, 96,300 hours of safety have been recorded over the time and 20 out of 511documents have been already accepted.


Reportedly, the first turnaround worth about $ US 25 million was implemented within two months of 2011 after two years of operation.


More than 2,000 foreign and Vietnamese experts, engineers and workers involved in the maintenance activities.


Dung Quat Refinery is the first one of Vietnam, which was built with stage-of-art modern technologies, with a total investment capital of over 3 billion USD.


The refinery is approved by Vietnamese Government to be upgraded its designed capacity up to 10 million tons of crude oil per year.
