For the past years, under the leadership of the Provincial People’s Committee associated with the close collaboration of local agencies and enterprises, the information and communications sector of Phu Tho has strived to successfully achieve its political goals and operative plan of 2013, further confirmed its position and role of the industry in developing the socio-economic goals, security and defense of the province. The provincial administration over all 5 areas of the press, publishing, postal, telecommunications and information technology continues to be strengthened and promoted effectively.
The entities in the sector could give the advice to the People’s Committee on strengthening the leadership and direction of the party and authorities for the system of radio and the facilities to ensure network security and the information and communications plan as well as the scheme of propagation to protect the sovereignty of Vietnam in the East Sea, the speech regulation and provisions of the information to the press. Besides, the local media agencies could help provide the information, advocacy and better policy and guidelines, the major political events of the country and of the province such as the amendments to the Constitution in 1992, the Land law, religious worship of Hung King in Phu Tho as an intangible cultural heritage representing the humanity, etc. The agencies also help report the information accurately, completely, and timely about the politics, socio-economy, security and defense of the province, praise the new factor in the patriotic emulation movement, movement to build new countryside, contribute to the social orientation of public opinion, and reinforce the belief of the people in the direction and administration of the committee and the government.
Besides, the sector focuses on developing email, online conferencing and electronic interface portals upgrading; on the other hand, the sector actively supports the agencies and local units in building and deploying variety of key systems and projects such as document management software systems, operation of one way electronic system, building the criteria to rate the information technology application in the government agencies and departments and the pilot model deployed in the local departments which contribute to strengthening the use and application of ICT in the work, promoting administrative reform and implementing e-Government roadmap. The contribution of the information and communications sector to the construction of the new countryside in the province has the greatest significance. One of the important highlights of the sector is to build a new rural-development programme spreading over the sectors such as economy, society, culture, security and defence. In order to raise awareness of the “joint efforts to build a new countryside” programme, the Department of Information and Communications has enhanced the communication of the content of propaganda about building new countryside as well as direct the provincial electronic communication portals to open a propaganda page with content that reflects fully and timely the activities of the Steering Committee of the ministries of the new rural construction; besides, the online portal helps update the directions and guidelines of the central and provincial governments as well as reflect the status and progress of new rural construction in the locality and praised the typical units. The contents of propaganda have contributed to bringing the policies of the party and the government closer to the people and motivating the people in the process of constructing a new rural area.
Besides, the department has focused on directing and deploying the contents of planning fully and comprehensively, launching the emulation, and monitoring the implementation of to speed up the implementation of the criteria of the new rural construction. It also counsels for the provincial People’s committee to implement the project “Enabling Vietnam to be a powerful country in information technologies and communication“, associated with the development of the infrastructure of information technology in the construction of new rural township. In the context of the trend of globalisation that is constantly being promoted and increasing internationalization attribute, the information and communications department of Phu Tho significantly makes best efforts to create a new breakthrough in 2014, which is also the penultimate year to achieve the targets of the socio-economic development plan in 2010-2015. The people have more opportunities to access to and gain benefits from the postal services and telecommunications and capture information quickly, including advocates, legal policy of the party and the government, information about science and technology to apply to life, which helps improve the efficiency of production and business.
