The Delegation of National Assembly Deputies works with the State Bank’s provincial branch


The Hai Duong Provincial Delegation of National Assembly Deputies (PDNAD) on August 21 morning had a working session with the State Bank’s provincial branch on restructuring the provincial banking system (BS) in accordance with the National Assembly’s Resolution No. 10/2011/QH13.


Mr. Le Dinh Khanh, PDNAD Deputy Head, chaired the meeting. Also in attendance was Mr. Nguyen Duong Thai, Member of the Provincial Party Committee’s Standing Board, Standing Vice Chairman of the Provincial People’s Committee.


At the working session, leaders of the State Bank’s provincial branch and representative leaders of some commercial banks’ branches in the province proposed that the Government promulgate synchronous mechanisms and policies and drastically direct the restructuring process of State-owned businesses and public investment to support BS restructuring.


The provincial authority should intensify the direction of concerned departments to join and coordinate with the State Bank to work out mechanisms and policies for removing enterprises’ difficulties; promote economic and credit growth; facilitate credit institutions to shorten time and reduce costs of processing procedures for guaranteed asset handling, debt recovery, bad debt settlement, etc.


PDNAD representatives recognized BS restructuring results of credit institutions in the province. However, these are only short-term results. In the coming time, credit institutions in the province should continue to efficiently restructure the BS to improve operation quality, streamline their apparatuses, and lower credited interest rates to facilitate their clients.


The State Bank’s provincial branch should strengthen inspection and supervision of the activities of credit funds, especially weak ones, and open professional training courses for credit funds’ staff.


The PDNAD acquired opinions and proposals of the State Bank’s provincial branch and credit institutions and would forward them to the National Assembly and relevant provincial agencies and departments for consideration and settlement.
