The Hai Duong Provincial People’s Committee (PPC) on September 4 afternoon held a conference to implement and help its members thoroughly grasp the making of socio-economic development (SED) and public investment plans for five years (2016 – 2020). Mr. Nguyen Manh Hien, Vice Secretary of the Provincial Party Committee, Chairman of the PPC, presided over the conference.


At the conference, Mr. Nguyen Duong Thai, Member of the Provincial Party Committee’s Standing Board, Standing Vice Chairman of the PPC, helped the other PPC members thoroughly grasp and well understand the PPC’s Directive No. 16/CT-UBND dated August 29, 2014, on the making of SED and public investment plans for the 2016 – 2020 period.


Accordingly, the overall objectives of the provincial SED plan for this period include:


- To create a clear transition in the investment and business environment, effectively mobilize resources for investment and development; speed up the intensive transformation of growth and development models, improve the quality and sustainability of growth, strive for an annual economic growth rate of 7 – 7.5% upward;


- To innovate the cause of educating and training human resources, heighten the quality of people’s health care;


- To well perform social security policies;


- To strengthen national defense and local military, firmly maintain security and social order;


- To improve people’s lives in material and spiritual manners.


The PPC required relevant departments and units to work out plans for their field development and public capital investment within their scope and tasks to send to the Departments of Planning and Investment (DPI) and Departments of Finance (DOF) before November 15, 2014.


District People’s Committees must guide Commune People’s Committees in making SED and public capital investment plans for the 2016 – 2020 period; summarize local plans and send reports to the DPI and DOF before November 15, 2014.


The DPI must work out and perfect a draft SED plan for the 2016 – 2020 period, report to the PPC, and submit it to the Provincial People’s Council for adoption before December 31, 2015; sum up and complete a draft public capital investment plan for the same period of 2016-2020, which will be reported to the PPC for approval, submitted to the Provincial People’s Council for decision, and then reported to the Ministry of Planning anf Investment (MPI) before June 30, 2015.

In his conclusion, Mr. Nguyen Manh Hien required provincial departments, local authorities, and units to assess results of implementing the SED plan for the 2011 – 2015 period and work out a highly feasible SED plan for the 2016 – 2020 period in close association with the actual situation.


During the assessment of outcomes from implementing SED tasks for the 2011 – 2015 period, attention should be paid to evaluating the results of executing the National Target Program on New Rural Development from 2011 to 2015 in communes, clearly stating the achievements and unrealized contents, and putting forward solutions for realization in the 2016 – 2020 period.


Regarding the development of a public capital investment plan for the 2016 – 2020 period, professional bodies need to adequately count up the implemented works and projects (up to the end of 2014) and capital allocation.


The execution of the public capital investment plan for the period will be based on the Public Investment Law (effective from 2015). Thus, when planning, agencies, units, and local authorities must stick to legal provisions. The DPI should coordinate with the Justice Department to carry out propaganda and training Chairmen of Communal People’s Committees in the Public Investment Law.
