Minimum wages to hike from next year

The Government has recently issued a new decree on regional minimum wages to replace Decree 182/2013/ND-CP.


Respective new minimum wages in regions I, II, III, IV will be VND3.1 million, VND2.75 million, VND2.4 million and VND2.15 million per month, which are nearly 15% higher than the current levels.


Region I comprises of major cities like Hanoi and HCMC, while Region IV refers to out-of-the-way localities.


In line with the new decree, laborers working for enterprises operating under the Enterprise Law, cooperatives, cooperative groups, farms, households, individuals and other organizations of Vietnam, and foreign agencies, international organizations and foreigners in Vietnam are subject to the these new levels.



The region-based minimum wage is the basis for enterprises and laborers to make agreements on wage.


Monthly wage paid to untrained laborers assuming manual jobs is not lower than the minimum level. The lowest wage paid to laborers who have received vocational training must be at least 7% higher than the minimum wage level.


While observing the new minimum wages, enterprises are not allowed to reduce or eliminate extra benefits for employees working in additional hours and night shifts or under heavy and hazardous conditions. Bonuses in general must comply with labor contracts, collective labor agreements and enterprises’ regulations.


Besides, the Government has authorized Minister of Finance Dinh Tien Dung to submit a report on raising the minimum wage in the state sector next year to the National Assembly (NA) Standing Committee.


This scheme will cause the budget for wages to surge by an additional VND11.1 trillion next year with VND10 trillion contributed by the State budget and the rest by localities.
