Rapid poverty reduction recorded in northern disadvantaged districts

In the 2008-2013 period, the poverty rate in 6 poor districts in the northern mountainous province of Lai Chau was reduced at a higher rate than the target, said Vuong Van Thanh, Vice Chairman of the provincial People’s Committee.

The results were brought about by the implementation of the Government’s resolution 30a on rapid and sustainable poverty reduction in poor districts.


In specific, each year the poverty rate in these 6 poor districts was reduced by 5.05%, exceeding the target of 4% on average set by the resolution.


Under the program, infrastructure investment proved efficient, especially essential infrastructure such as irrigation, safe water stations, schools and boarding houses that serve people’s daily lives and productivity.


When the policies were implemented the economic structure of the province shifted with an increase in industrial, construction, trade and services sectors, with a reduction in the agricultural, forestry and fisheries sectors. Therefore, the commodity production was gradually set up, creating new jobs for part of the working force, especially the rural communities and ethnic minorities.


To make poverty reduction more sustainable, the province suggested the Government issue policies on housing support for poor families for the 2011-2015 period, while continuing to assist the implementation of poverty reduction policies in line with rising indirect support on livelihood and decreasing direct support such as rice and money for the poor.


The province also proposed a stable source of capital within 3-5 years so that localities could build up middle- and long-term plans for implementation./.
