Actively preventing and combating natural disasters with reliance on the community

After 5 years of implementing the project “Minimizing risks from disasters”, sponsored by the Ministry of Foreign Affairs of Norway, via Vietnam Red Cross, the awareness of governments’ levels and Phu Yen inhabitants in coping, reducing natural disaster risks has proved positive changes. Phu Yen Newspaper acknowledged some ideas as related to this issue.

Through Norwegian Ministry of Foreign Affairs, Norwegian Red Cross supports Phu Yen province in particular and provinces, cities in high risks of natural disaster in Vietnam in general, “stimulating” the awareness, orientations in the task of preventing and combating natural disasters. For me, in the coming time, the Party levels, local governments need to care more about the tasks of directing, managing the prevention and coping with natural disasters in connection with the plan of developing the locality’s society and economy. On that foundation, Vietnam Red Cross is going to continue with privileges to Phu Yen to enhance the competence in minimizing natural disasters and adapting to climate change.

Climate change is no longer a scientific issue merely concerning scientists. Being intensively aware of the impact and consequences caused by natural disasters, in the past years, leaders of the Provincial Party Committee, Phu Yen PPC have taken advocacies, policies aimed at minimizing and gradually controlling the risks caused by storms and floods. It can be said that DDR Project supported by Norwegian Red Cross to Phu Yen province, via Vietnam Red Cross, from 2010 to 2014, contributions have made to create positive changes in managing natural disaster risks with reliance on the community for government levels and people under the motto “4 at the spot”. Since this is the essential solution to create changes, significant shifts in constructing one secure community. I do highly appreciate the competence, responsibilities of the Red Cross being companion with the government levels and the community in constructing a mechanism to cope, setting up plans to prevent and combat in the direction of getting access with the active participation of the inhabitants, listening the inhabitants to determine the urgent demands in minimizing natural disaster risks.

* CHAIRWOMAN OF RED CROSS IN AN CU COMMUNE (TUY AN DISTRICT), MS. TRAN THI LIEN THU: The inhabitants need to be active in cope with natural disasters


An Cu is one commune in the downstream of Ngan So River, annually; lots of hamlets in the commune are frequently isolated once the rainy season arrives. In 2012, DDR Project was implemented in An Cu commune; so far, most inhabitants here, teachers and pupils have basically mastered ways of coping, preventing pre, during and post storms and floods, through sessions of propagations and training…


The inhabitants have been better aware of storing food, drinking water to use during 3 to 7 days once being in flood or storms. Particularly, since the project supported them with household coracles, the entire commune has now had 754 coracles, compared with 245 coracles in the year 2012. Together with the project of supporting coracles, the inhabitants in Phuoc Luong are so excited when the sponsors supported with constructing community’s flood-avoiding houses, particularly households with the elderly, the handicapped, children and pregnant women…no longer worry about shelters. It can be said that the community responsibilities and the government, the Red Cross and inhabitants are connected through the task of propagating, mobilizing sources to cope with, which is two times to three times compared with the project’s total investment in coping with natural disasters.
