The Hanoitimes – On December 30, Prime Minister Nguyen Tan Dung has chaired the Government’s regular meeting of December 2014.


At the meeting, the Government listened to the report and discussed important issues such as construction law; administrative reforms and improveing the investment climate and business; issuing a new policy.


Minister of Planning and Investment presented a summary report on the implementation of Resolution 19 / NQ-CP on the mission, key solutions to improve the business environment, enhance competitiveness later than 9 months to be issued.

According to reports, the law and ordinance making programme in 2014 has achieved the set targets. Ministries and ministerial-level agencies have submitted 31 draft laws, resolutions and ordinances to the Government. Of which, the Government approved 26 ones, gave opinions on three, and set orientations for two.


The ministries adjusted and submitted 38 laws and ordinances to the National Assembly (NA) and the NA Standing Committee, approved 26 and opined nine laws.


In his speech, PM Dung hailed the efforts and progress made in implementing the law and ordinance making program in 2014. The PM underlined the need to consider the necessity and feasibility in amending the laws as well as properly evaluating them to ensure their high-quality before submitting to the NA for approval.


The government agreed to adjust conditions for foreign laborers working in Vietnam belonging to one of the following cases: Foreigners are experts or technical employees who can meet professional qualification requirements or have at least 5 years of working experience in line with the positions that foreigners are expected to work in Vietnam; foreigners who have college degrees or higher or equivalent degrees and appropriate professional training at foreign language centers or pre-school education establishments; Foreigners who have bachelor’s degrees or equivalent degrees and must have a suitable training fields with expertise in the teaching at general education establishments.


The resolution also requested ministries, agencies and localities to focus on guiding the implementation of measures to promote the development of information technology and improve the efficiency of information technology applications in all fields, particularly health, education, construction, tax and customs. Relevant ministries and agencies were also required to urgently build a shared national data base under the guidance of the Prime Minister.


At the next regular meeting, the Government will review and evaluate the progress and results of the implementation of measures to improve the business environment and enhance national competitiveness.
