PANO – The weather in Kuala Lumpur, the capital city of Malaysia, where the 12th ASEAN Chiefs of Armed Forces Informal Meeting (ACDFIM-12) is taking place, is much different from that in Hanoi. On receiving the Vietnamese delegation, a liaison officer cracked a joke, “In Kuala Lumpur, there are three seasons, hot season, very hot season, and extremely hot season.”

A city of three seasons


Kuala Lumpur is situated on the hills with highways leading to it snaking on hill slopes. The city is covered with the green from the vast and thick palm forests. The fresh air has made Kuala Lumpur different from other suffocating Asian cities.


Reaching the center of the city, it is easy for anyone to realize the difference between the core and the periphery. Now what catch people’s eyes are the skyscrapers rising high, the tramways obstructing vision, the power lines strung everywhere, and the very typical problem that haunts many Southeast Asian cities: traffic congestion. Only with the help of the escort motors could the Vietnamese delegation make its way through the crowd.


The host country is doing its best to make the meeting a success.


A community for the people


Despite the fluctuation of world situation, the Southeast Asia still remains a peaceful and dynamic region, gradually becoming one of the world’s economic hubs. The Association of the Southeast Asia Nations is now standing an important chance to successfully build the ASEAN Community by the end of 2015 and set forth the vision for the next decade. The association is now working for a community of close economic and political connection for people’s benefits.


In fact, the Southeast Asia region is also facing many challenges, including threats to maritime and aviation security and freedom of navigation in the East Sea, natural disasters, the rise in ethnic conflicts, terrorism, etc. All these challenges are beyond the capacity of a single country to deal with.


In this context, to be able to effectively maintain an environment of peace, security and stability for the sake of development of each country and the region, cooperation enhancement among armed forces has become an urgent need and the desire of all nations in the region.


Vietnam is firmly committed to building an ASEAN Community


At the forum of ACDFIM-12, Chief of the General Staff of the Vietnam People’s Army Do Ba Ty pointed out that the armed forces have always played the key role in maintaining an environment of cooperation, security and stability for development of each country and the region. This has been clearly proven in the active and effective defence cooperation among ASEAN armed forces plus those of other partner countries in the framework of multilateral fora like ADMM/ADMM+, etc.


As a nation constantly facing non-traditional security challenges with the army playing the key role in humanitarian aid and disaster relief activities, Vietnam is deeply aware that only with its own efforts, could it make full use of the international cooperation in effectively dealing with these challenges.


In that spirit, Vietnam is committed to actively contributing to the joint activities to ensure that the Southeast Asia a region of peace, stability and prosperity, striving to build an ASEAN Community by the end of 2015.
