The year 2014 has passed. We are welcoming the new year 2015 and At Mui Spring in an excited atmosphere, celebrating the Party’s 85th birth anniversary, and congratulating Hai Duong province on nearing completion of one term of the provincial Party organization’s Congress with many joys and achievements worthy of pride. 2014 is the year the province comprehensively completed its set targets and plans. The provincial gross product increased by 7.7% (it was planned to rise by 7 – 7.5%), higher than the national average rate. Budget revenue in the area hit nearly VND8,200 billion, exceeding the estimate by 20%. Attracted foreign investment was many times higher than in 2013.
Despite remaining difficulties, 13 communes in the province have finished new countryside construction, and 57 other communes have averagely met 15.5 criteria, up 7.5 criteria/ commune compared with 2011. Hai Duong city, Chi Linh provincial town, and Kinh Mon district are taking firm steps on the path of urban upgrading.
There were many positive changes in culture and society. A lot of great educational and sport achievements were obtained. Social security was guaranteed. The people’s living standards gradually improved with the average per capita income almost double the beginning of the term. Political security and social order and safety were maintained. The tasks of national defense and local military were well performed.
Numerous positive changes were recorded in the work of developing the Party, authorities, Fatherland Front, and mass organizations. The provincial Party organization continued to meet and exceed the 15th Congress’s Party member admission target with over 2,600 new Party members each year.
After four years of implementation of the Politburo’s Directive No. 3 and three years of implementation of the 4th Central Party Committee’s Resolution (11th term) on “Some urgent issues in current Party building”, the sense of responsibility and morality of officials, public servants, and civil servants in public services have been raised. Many limitations and weaknesses have been remedied, bringing about obvious changes. Hot spots in the province have been resolved and basically stabilized.
Looking back the past stage, we understand that those achievements were obtained thanks to unanimity and consensus among officials, Party members, the business community, and all people in the province. They are also the results of close, correct, and timely leadership guidelines of Party committees and drastic and creative direction and administration of authorities at all levels.
Determination to create new momentum
2015 is the last year of implementation of the provincial Party organization’s 15th Congress and also the

year of many important events of the country, most notably Party Congresses at all levels towards the Party’s 12th Congress. There remain a lot of difficulties and challenges on the path ahead. Along with synchronous implementation of socio-economic development solutions, local authorities should review the criteria yet to meet the Congress’s Resolution, focus on directing the implementation, and strive to fulfill the goals for 2015 and the whole term.
During the preparation and organization of Party Congresses at all levels, practicality, efficiency, safety, and thrift must be ensured; democracy promotion must go hand in hand with the maintenance of the Party’s principles, discipline, and rules; solidarity intensification and improvement of leadership capacity and fighting power of Party committees and organizations must be guaranteed.
The personnel work of Party committees must abide by regulations and processes on the basis of thoroughly grasping the Party’s views and guidelines on staff development and proceed in accordance with staff planning at the same time with the preparation of leading personnel of People’s Councils and Committees at all levels in the next term and leading personnel of Party committees running for the post of deputy of the 15th National Assembly.
Party committees at all levels must ensure their quality and have inheritance and development characteristics and reasonable quantity and structure for comprehensive leadership and satisfaction of leadership requirements to successfully realize Resolutions of Congresses of Party organizations at all levels and the Resolution of the 12th National Party Congress.
Party committees should well prepare Party organizations’ political reports and the Party committees’ review reports and simultaneously well organize discussions to offer suggestions to draft documents of higher-level Party organizations’ Congresses, the provincial Party organization’s 16th Congress, and the 12th National Party Congress. During the development and discussion of the Congresses’ documents, it is necessary to focus on clarifying achievements, advantages, and limitations, which should be analyzed to clear up the cause, to define highly practical and feasible goals, direction, and solutions for the 2015-2020 term.
All-level Party organizations’ Congresses will be prepared and conducted at the same time with leading the implementation and fulfillment of political tasks of localities and units, concentrating on addressing pressing issues interested in by officials, Party members, and the people, promoting the realization of the 4th Central Party Committee’s Resolution (11th term) and the learning and following of Ho Chi Minh’s moral example, well performing ideological work in the Party, and intensifying propaganda and mobilization of the people to well realize the Party’s guidelines and resolutions and the State’s policies and laws.
On the occasion of celebrating At Mui Spring, on behalf of the provincial Party Committee, People’s Council and Committee, and Fatherland Front Committee, I would like to extend best wishes to all officials, Party members, and people in the province; agencies, units, and enterprises; soldiers currently on duty in every part of the country; Hai Duong natives presently living in and outside the country; and all hearts turning towards Hai Duong.
