The Hai Duong Provincial People’s Committee (PPC) in 2014 had many contacts and working sessions to remove difficulties and assist enterprises in production and trading.

Therefore, the attraction of investment has seen a positive change, and enterprises’ production and trading have become more favorable.
More confidence
The PPC on August 15, 2014, decided to grant Que Huong JSC., specializing green bean cake production in Hai Duong city, a certificate of the right to use a parcel of land on which the unit was doing business. However, Que Huong JSC. was yet to receive the PPC’s decision after 45 days without any clear reason. Leaders of the company reported their opinion to the Provincial Business Association. This was one of many opinions sent to the PPC leaders at a meeting with representatives of enterprises held on October 1, 2014.
The PPC leaders directed relevant bodies to urgently address the above opinion after receiving it. As a result, Que Huong JSC. was given the land use right certificate only half a month later.
“The PPC’s issuance of the land use right certificate has facilitated the company’s mortgage and borrowing of banks’ capital,” said Nguyen Canh Thinh, Director-General of Que Huong JSC.
This is only one of many legitimate opinions and aspirations of entrepreneurs having been acquired and promptly solved by the PPC. It can be seen that the most remarkable feature in efforts to improve investment and business environments in 2014 is the organization of a series of contacts and dialogues by leaders of the provincial government and many departments and branches to remove difficulties and support enterprises.
In May 2014, the PPC directed the survey of 300 enterprises in the province about the investment and business environments.
In June 2014, the PPC held a conference to assess the investment environment with the participation of leaders of provincial and local governments, departments, and branches and representatives of nearly 200 businesses.

competitiveness” and meet representatives of enterprises in Japan and Hai Duong city. Thereby, leaders of the provincial government, departments, and branches promptly grasped obstacles for settlement and support of the businesses’ development.
Fewer procedures
Over the past time, many Japanese enterprises have suggested that the PPC solve a number of obstacles in applying for re-granting of work permits, notarization of passports, etc. At the meeting with representatives of Japanese enterprises on October 29, 2014, PPC Chairman Nguyen Manh Hien directed concerned bodies to eliminate maximum administrative procedures (AP) within possible conditions when licensing foreign laborers.
The Department of Labor, War Invalids, and Social Affairs has excluded the requirement of criminal records in Japan and Vietnam from the document set needed to apply for work permit re-granting. As for passport notarization, except for the cover page with a photo attached to, all following pages are unnecessary to be notarized, etc.
“Many enterprises appreciate the drastic and timely direction of the Provincial Party Committee, People’s Council, and People’s Committee in improving the investment and trading environments. This is one of important factors for the business community to gradually recover after a period of economic downturn, thereby contributing to the provincial economic growth,” acknowledged Nguyen Huu Doan, Chairman of the Provincial Business Association.
Along with removing difficulties, Hai Duong authorities have actively reformed APs, intensified assistance of enterprises in capital and laborer sources, infrastructure, tax polices, trade promotion, etc.
Regarding AP reform, departments, branches, and People’s Committees at district and commune levels have so far developed a system of more than 400 focal officials for AP control.
In the first half of 2014, the PPC Chairman decided to abrogate 14 APs under the settlement competence of departments, amend, supplement, or replace 59 APs under the settlement scope of three government levels.

To date, six district units in the province have reformed APs following a modern one-stop mechanism. AP reform measures have contributed to reducing time and costs, facilitating the production and trading of enterprises and the people.
