The allocation of documents for contribution of opinions on the 1992 Constitution Amendment Draft to households was carried out on 12 April after an online conference of the Hai Duong provincial People’s Committee with the districts, city, and provincial town.
Up to 17 May, several localities, such as Cam Giang and Thanh Mien, finished summarization and sent the results to the province.
A total of 35,233 opinion collecting forms were allocated, 34,731 forms taken back (accounting for 98.6%), according to Nguyen Van Chinh, Head of the Cam Giang district Justice Division.
There are 25 communes and district town, 112 villages and residential areas with a total of 50,329 households in Kinh Mon district.
Up to the afternoon of 16 May, the district Justice Division received summaries of the entire 25 communes and district town.
The division recapitulated the opinions from 17 to 22 May and will report to the province prior to 25 May.
In Tu Ky district, the implementation of collecting people’s opinions on the 1992 Constitution Amendment Draft is divided into two stages.
The first stage, from 1 April to 10 June, includes Assistance Group foundation, plan execution, training, reception, allocation of documents to units, localities, collection, summarization of the establishments’ opinions.
In the second stage, from 6 June to 30 September, agencies, organizations, and commune People’s Committees continue to receive, summarize people’s suggestions.
The district has already delivered 52,900 sets of documents to the establishments.
In order to improve quality of the people’s opinions, a team, set up by the district’s Assistance Group, inspected, guided 12 establishments and required 15 establishments left to self-check for immediate removal of obstacles.
Clearly determining this as a responsibility, interest, numerous people in the province have contributed practical opinions.
Mrs. Nguyen Thi Tac in Lau Dong hamlet (Phuc Thanh commune, Kinh Mon) said, “Three weeks ago, the hamlet head came to give a set of documents and forms of opinion on the 1992 Constitution Amendment Draft to my family. With my awareness, I requested that articles, clauses on responsibilities, qualifications, competence of state agencies’ officials, public servants should be added to the Constitution to serve the people better with every passing day.”
Over 500,000 suggestions on the Constitution Amendment Draft are expected to be collected in this period of allocating documents and opinion collecting forms, according to the Hai Duong provincial Assistance Group for the collection of people’s opinions on the Constitution Amendment Draft.
The province will promptly summarize and report to the Central agency prior to 10 June as planned.
Earlier, the whole province organized nearly 600 conferences, collected 1,800 opinions from agencies, organizations, individuals on the 1992 Constitution Amendment Draft.
