VGP – The Governments of Viet Nam and Belgium on Thursday have signed four specific agreements in the framework of the Program “Integrated Water Management and Urban Development in relation to Climate Change”, with total budget of €25 million.
These non-refundable ODA projects will be implemented in the provinces of Ninh Thuan, Binh Thuan and Ha Tinh, and supported by a Technical Support Unit – based at the Ministry of Planning and Investment – that will ensure the overall coordination for the whole program, while providing technical assistance to the provinces.
The objective of the overall program is to enhance the resilience to climate change of the above mentioned provinces through strengthening their institutional capacities in integrated water resource management and urban development in relation to impacts of climate change.
In particular, it will complement the present climate change strategies and action plans developed by local authorities through linking existing and future insights into the water system and the climate variability on the one hand, with the urban strategic planning on the other hand.
Focus will be on in-depth studies based on the collection and analysis of available climate change data. In addition, in order to explore appropriate adaptation measures in the water sector in urban areas, the program will support strategic pilot investments related to flooding control.
The program also includes important capacity building and awareness raising components in order to inform and support all actors (local decision makers, citizens, local communities, private sector, etc) to adapt their mode of living to climate change.
It is anticipated that lessons-learned from this program may also feed into the implementation of the Green Growth strategy that the Government of Vietnam approved last year.
These projects will have a duration of six years and will be implemented by the People’s Committees of the three provinces and the Ministry of Planning and Investment./.
