Hanoi boosts posts and telecommunications development

(VEN) – Hanoi’s posts and telecommunications sector is looking towards the goal of reaching regional standards by 2020.

Under its posts and telecommunications development plan to 2020 with an orientation towards 2030, Hanoi will develop this sector in the direction of automation and computerization to reach the region’s average level. The city will improve the quality and diversify postal and telecommunications services; build and develop an adequate telecommunications infrastructure network with a wide coverage and high quality based on modern information and communication technologies to serve the development of Hanoi’s e-administration towards 2030; create favorable conditions for businesses from all economic sectors to invest in posts and telecommunications development with a market based on fair competition and transparency under the state’s management.


In terms of telecommunications, major targets set for 2020 include increasing the fixed telephone line density to 21 subscribers per 100 inhabitants, mobile phone density to 212 subscribers per 100 inhabitants, broadband internet usage to 25 subscriptions per 100 inhabitants, raising the number of 3G subscribers, developing 4G/LTE infrastructure, 80-90 percent of telecommunications cables in urban areas and 50-60 percent of those in suburban areas to be laid underground (the percentage is projected to reach 95 percent by 2030).


To achieve these targets, the Hanoi People’s Committee will mobilize all possible resources to invest in posts and telecommunications development. The city will use its state budget to invest in developing common postal, telecommunications and internet services for remote areas, building underground projects and improving overhead wires and cables in the city. At the same time, Hanoi will raise investment capital from businesses, organizations and individuals to develop the telecommunications infrastructure network. The city will also pay more attention to developing human resources, science and technology, create suitable mechanisms and policies, and increase international cooperation in the field of posts and telecommunications development.


At a meeting that was held on June 17 to announce Hanoi’s Posts and Telecommunications Development Plan to 2020, Hanoi Information and Communications Department Director To Van Dong said that in the past, businesses spontaneously developed telecommunications infrastructure projects, causing an adverse impact on some socioeconomic fields in the city. The newly announced plan provides a clear orientation based on which businesses can focus on major projects to accelerate posts and telecommunications development.








Six priority projects of Hanoi’s posts and telecommunications sector:

1. Applying digital technology to produce broadcast programs (2013-2015)


2. Building underground projects and improving the technical infrastructure over streets in the city (2013-2020)


3. Applying new postal technologies (2013-2020)


4. Building infrastructure for automatic management of fixed-line telecommunications (2013-2020)


5. Building infrastructure for automatic management of mobile telecommunications networks (2013-2020)


6. Building infrastructure for automatic management of internet-based telecommunications networks (2013-2020)
