Budget to help patriotic families

The Government Web Portal talked with Nguyen Tran Nam, Deputy Minister of Construction, about a decision to help 71,000 families who contributed to the revolution.


What are the new changes for those who had contributed to the revolution in the new Government decision?


Supporting people who had contributed to the revolution and their families, was a big policy of the Party and Government.


Since 1996, the Prime Minister had a decision for supporting those who contributed to the revolution by improving their houses in many forms, such as charity houses, support of houses, land use fees and money for building or repairing houses.


However, previous resources were limited and part of people’s houses degraded with time. The new decision regulates housing support for 12 groups, following the Ordinance on priorities for people who contributed to the country’s revolution, which included supporting their families in the past, who currently have dilapidated houses.


The new decision regulates that families who have contributed to the revolution also have to meet other conditions such as living area and the actual state of their houses based on certain criteria. What do you have say about the conditions for receiving housing support?


In principle, the policy for helping those who contributed to the revolution follows the PM’s Decision 22/2013/QD-TTg to give them solid and safe houses. So the beneficiaries should be people who are currently living in downgraded or dilapidated houses.


Conditions have been developed based on the Ordinance on priorities for the contributors to the revolution and their families, Resolution 494/NQ-UBTVQH13 of the National Assembly’s Standing Committee on supervising the implementation of policies and laws relating to people who had contributed to the revolution and socio-economic conditions of the country, provinces and cities.


How will the policy be implemented?


Families will choose and decide their housing design and materials for construction and in efforts to create better convenience in mobilising supports of human resources from their families and community.


It will conform with certain conditions decided by localities and families. The model shows that people highly agree with the implementation of policies which support poor households by building houses.


However, during the construction and repair process, local People’s Committee representatives should regularly instruct, supervise and speed up construction in order to ensure the house’s size and quality.


For families with difficult conditions such as the elderly, lack of man power and the disabled, the local People’s Committee will take responsibility by organising the house construction for them.


The decision regulates that house building for those who contributed to the revolution would be basically completed in 2013. What do you have to say about the policy’s implementation process?


According to the decision, around 71,000 families would be basically supported through the building of houses in 2013. The construction ministry has documents to instruct and speed up the localities implementing the policy.


Localities have to approve their projects and send them to the Ministries of Planning and Investment, Finance and Construction before August 31, 2013. Right after receiving the capital, construction work should be carried out in September and be completed by November of this year.


According to the current regulations, the State Budget would provide 100 percent of the capital for localities with financial difficulties. Remaining localities would allocate between 5-20 percent of the capital from their local budgets.


Based on the current cost of housing construction, VND40 million (US$1,900) for building new homes and VND20 million ($950) for home repair would be enough for families to build new homes or repair old homes with a minimum area of 30sq.m.


Further capital raised from the community, relatives and families would also aim to improve the house size, quality and facilities. — VNS
