City pursues new administration system

HCM CITY (VNS)— HCM City authorities will continue collecting opinions from agencies, organisations and residents for its pilot plan of setting up an urban administration model.


Speaking at a meeting held on Wednesday, Le Thanh Hai, Politburo member, Secretary of the city’s Party Committee, said the plan aims to meet the city’s development needs and fine tune its administrative system.


The plan has been prepared since 2006, based on the views and policies of the Party and the Government, taking into account “real demands” of the city, he said.


Under the plan, the city will have a two-tier administrative system instead of the current three-tier one, which comprises the municipal, district and commune or ward level administrations. The two-tier system will remove the district level administrations.


Four satellite cities will meet the plan’s target of establishing “cities within the city.”


The satellite cities, located at the city’s four gateways, will be set up by merging current districts.


For example, one satellite city in the city’s eastern gateway will be formed by the merger of Districts 2, 9 and Thu Duc.


The satellite cities will have their own People’s Councils, People’s Committees and ward-level administrative management committees.


The 13 inner districts that do not have a large area will be governed by administrative management committees and will not have People’s Councils and People’s Committees.


Speaking to the media after the meeting, Tran Du Lich, deputy head of the city’s National Assembly Delegation, said under the urban administration model, residents will enjoy more social security benefits and better administrative services.


HCM City, which has an area of 2,095sq. km and a total population of nearly 10 million, including temporary residents, is one of the world’s 40 most populous cities. — VNS
