According to the National Hydro Meteorological Forecasting Center, a very strong storm named ‘Utor’ and another tropical low pressure system has entered the East Sea on August 10.

By afternoon of August 10, the storm was located 850 kilometers southeast of Luzon Islands in the Philippines at longitude 13.9 degrees north and latitude 128.7 degrees east with sustained wind speeds of 118 kph near the eye.
According to weather forecasts, within the next 24 hours the storm will move west northwestwards at speed of 15-20 kph.
By August 11, ‘Utor’ is expected to locate 360 kilometers southeast of Luzon Islands at longitude 15.1 degrees north and latitude 125 degrees east with sustained wind speeds of 134kph near the eye.
Within the next 24-48 hours, the storm will move mostly west northwestwards at speed of 20 kph. Later, by afternoon of August 12, it will locate at the northern mainland of Luzon Island at longitude 18 degrees north and latitude 121 degrees east.
At the same time, on the afternoon of August 10, a tropical low pressure system also formed on the East Sea to locate 200 kilometers northeast of Song Tu Tay Island on Truong Sa Archipelago at longitude 12.6 degrees north and latitude 115.8 degrees east. The tropical low pressure system sustained wind speeds of 39 kph near its center and in the next 24 hours is expected to move slowly westwards at speed of 5-10 kilometers per hour.
According to weather forecasts, by the afternoon of August 11, the system will be located 150 kilometers north of Song Tu Tay Island at longitude 12.8 degrees north and latitude 114 degrees east. The tropical low pressure system will sustain wind speeds of 39 kph.
Due to the effect of the storm on the East Sea, the territorial waters of Spratly Islands will see wind speeds of level 6. Territorial waters of Binh Thuan, Ca Mau and southern East Sea will see wind speeds of level 5. Besides, Southern and Central Highland Regions will see rain and some places torrential rain or heavy thunderstorms.
The National Steering Committee for Flood and Storm Prevention has alerted leaders of coastal provinces and asked not to allow any ships and boats to go out to sea while the weather remains unpredictable.
