Fifteen years for construction and development (July 24, 1998 – 2013) is not a long time for a company but, with its achievements, PetroVietnam Engineering Consultancy Joint Stock Company (PV Engineering) has asserted the right policy of the Vietnam National Oil and Gas Group (PetroVietnam) in oil and gas engineering consultancy, survey and project management.
Formation and development
In 1977, at the early stages of the Vietnamese oil and gas industry, the General Department of Oil and Gas outlined the formation and development of oil and gas engineering consultancy and set up Oil and Gas Engineering Company then. However at this stage, the engineering consultancy did not achieved success as initially expected. In April 1998, the Chairman of the Government Office issued a decision on the establishment of PetroVietnam Investment, Consultancy and Engineering Company (PVICCC) from the separation of Engineering and Surveying Enterprise of PetroVietnam Engineering and Construction Company (PVECC). On July 24, 1998, PVICCC (the forerunner of today PV Engineering) officially started operations with the main functions and tasks of establishing oil and gas investment, surveying, design, and examination projects. And, this milestone opened a new development era of the oil and gas engineering industry. In 2002, PV Engineering became the official international trade name of the company.
In 2005, PV Engineering was PetroVietnam’s first unit to be successfully transformed into a joint stock company model. On September 16, 2010, PetroVietnam issued the Decision 2271/QD-DKVN to restructure PV Engineering into a holding corporation, which operates in a parent – subsidiary business model. On June 21, 2011, PV Engineering launched its member companies, thus affirming its tremendous roles and missions. Its annual growth in recent years is stably 30-40 percent. PV Engineering is currently the biggest oil and gas engineering consultant in Vietnam with 700 employees, including five doctors, 55 masters, 524 engineers and bachelors, and 20 international experts. With its existing resources, PV Engineering is capable of becoming a general contractor for projects from front end engineering and design. (FEED) to detailed designs of key national oil and gas projects. In 2013, in recognition of its outstanding achievement and relentless efforts during 15 years of construction and development, PV Engineering was honoured the Third-Grade Labour Order by the State President.
Greater participation in big projects
According to PV Engineering orientation adopted by PetroVietnam, in the future, PV Engineering needs to focus on development investment to enhance its competitiveness with five key tasks: Intensively concentrating on core business areas directed by PetroVietnam Group; Developing in-depth specialist training to raise qualifications and experience of employees and gradually master engineering consulting technologies; Boosting equipment and software investment; Developing international cooperation to grasp technological know-how and technology transfer; and Expanding markets, building customer trust to boost the prestige and image of PV Engineering.
PV Engineering will also continue developing its workforce to take on offshore projects. By 2015, the corporation’s consultants and engineers will be able to perform fundamental engineering, FEED engineering and detailed engineering for projects worth below US$3 billion; take part in littoral offshore projects (less than 200 metres deep) with some 80 percent of workload taken, cooperating with foreign investors to carry out overseas projects; provide project management services for projects worth less than US$1 billion. Besides, PV Engineering will continue expanding cooperation and completing cooperation process with strategic partners like Technip Geoproduction (Malaysia) and SOCAR Academy (Azerbaijan). These are opportunities for PV Engineering to participate in major projects, learn more project experience and receive advanced technologies from the world.
